Description
INFORMATION SOUGHT: NOTICE TO PRESSURE VESSEL INDUSTRY NASA, John C. Stennis Space Center (SSC), Stennis Space Center, MS 39529-6000, is interested in obtaining specification review and manufacturing "best practices" from the pressure vessel manufacturing industry regarding high pressure gaseous vessels of 15,000 psig and 625 CF (cubic feet) capacity. SSC is considering procurement of 1 or more vessels. NASA requests your comments with regard to industries best practices in building this a vessel of this type. Additionally, it is requested that the attached "Specification for the procurement of High Pressure Gaseous Storage Vessels (15,000 PSIG, 625 CF) dated September 2001" be reviewed for technical correctness. During the review process, it is requested that special emphasis be given to the following areas of consideration: 1) Material recommendations for heads, shell and nozzles. 2) The use of a stainless steel liner to preclude hydrogen embrittlement 3) The use of thermal sleeves in the area of the exit nozzle to minimize thermal gradients that could cause cracks after long-term use. Depressurization rate shall be from 13,500 psig to 6,000 psig in 10 seconds at a beginning ambient temperature of -20 degrees F. 4) NDE recommendations during fabrication 5) Does 1390 cycles/year over a 30-year life span contribute to special construction techniques, which shall considerable increase manufacturing costs? 6) What are the advantages/disadvantages of using domestic or foreign materials? This synopsis should not be construed as a formal request for proposals but, rather, a request for information under the authority of FAR 15.201. Responses to this request for information are not offers and cannot be accepted by NASA to form a binding contract. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. NASA does not intend to award contracts at this time, but will use information obtained for market analysis and to plan future procurements. Interested companies are requested to submit written comments and recommendations by 12:00PM CDT on October 15, 2001. It is NASA's desire that the written submissions address high-level alternatives to the way NASA is currently conducting business and general, market-based approaches for performing the functions described in this synopsis. NASA shall prefer that the written submissions not contain confidential business or financial information relating to specific companies. After receipt of written responses, we may invite respondents for additional one-on-one discussions necessary to insure a clear understanding of the comments and ideas expressed. An ombudsman has been appointed -- See NASA Specific Note "B".
