- (a) Reference is made to the CBD announcement posted in CBDNet on May 31, 2001 and published in Commerce Business Daily Issue June 4, 2001 Presolicitation Notice #50N5MA (RESEARCH AND DEVELOPMENT, THE INTENT IS TO CREATE AN ARMY CENTER OF RESEARCH IN NANOS CIENCE FOR THE SOLDIER) which stated the DRAFT solicitation number as DAAD19-01-R-0007. The final solicitation is released under solicitation number DAAD19-02-R-0001 and takes precedence over previously posted DRAFT Solicitations. All documents posted und er the final solicitation number are in their final form, and contain the most current and accurate information regarding the Government's requirements. (b) The Army Research Office (ARO) in their final solicitation DAAD19-02-R-0001 announces its intentio n to create a University Affiliated Research Center (UARC) to develop nanometer-scale science and technology solutions for the soldier. A single university, along with industry partners, will host this center to emphasize revolutionary materials research t oward an advanced uniform and protective ensemble concept. The BAA solicits proposals for the establishment and operation of the University Affiliated Research Center (UARC) to be known as the Institute for Soldier Nanotechnologies. Through this competiti on, the ARO expects to award a single non-fee-bearing contract having an initial performance period of five years and an estimated base cost of $50,000,000. Proposals in connection with this solicitation are due by 2:00p.m. ET on 3 January 2002. The resu lting contract will include provisions for task orders for additional effort estimated to reach $20,000,000 over the five-year term. The contract will have a ceiling of $125,000,000 to allow for capitalizing on opportunities which may result. The award is projected for third quarter FY-02. The North American Industry Classification System (NAICS) Code is 541710 -- Research and Development i n the Physical, Engineering, and Life Sciences.
