Description
DESIGN OF AN ARMY AVIATION SUPPORT FACILITY (AASF) AND READINESS CENTER to include contract drawings, technical specifications and detailed cost estimate for the construction. The 144,000 square foot Facility shall consist of; an Aviation Support Facility , unheated aircraft storage building, mobile fuel vehicle storage structure, unit administrative area, and unit supply and equipment storage area, and will be located at the Burlington International Airport, South Burlington, Vermont. The disciplines requi red to accomplish the proposed design include; architectural, electrical, mechanical, civil, environmental, structural, and landscape. The estimated construction cost is between $25,000,000 and $100,000,000. The negotiated firm fixed-price A-E contract w ill be for field surveys and investigative (Title I, Type A) services, design (Title I, Type B) services, and inspection (Title II, Type C) services. All interested firms must submit updated SF 245/255s to the Vermont Army National Guard. Firms having re cently submitted updated SF 245/255s within the past twelve months need not resubmit, however, a letter requesting consideration for this particular service will be required. Firms desiring consideration shall submit appropriate data as described in Numbe red Note 24 of CBD Publications (http://cbdnet.access.gpo.gov/num-note.html), NLT 30 days from the date of this publication, to Mr. Timothy Gariboldi, Vermont National Guard, ATTN: USPFO-VT, Purchasing & Contracting Division, 789 Vermont National Guard R oad, Colchester, Vermont 05446-3099. Specific evaluation criteria in descending order of importance, with items 2 through 6 being equally weighted, are as follows: (1) Past performance in terms of cost control, quality of work, and compliance with perfor mance schedules; (2) Professional qualifications to include firm size, available disciplines, and suitability of organization; (3) Specialized experience and technical competence with the type(s) of work contemplated; (4) Capacity of the firm to accomplis h the work in the required time; (5) Volume of DoD work -- this is an inverse criterion with the object effecting an equitable distribution of DoD requirements among qualified sources; (6) Demonstrated success in prescribing the use of recovered materials a nd achieving waste reduction and energy efficiency in facility design; and (7) Location -- proximity to the Army National Guard Headquarters Camp Johnson, Colchester, Vermont. All firms are advised that they will be ineligible to compete for the constructi on contracts for which they have designed. Contract numbers, award dates, and total negotiated fees for any DoD contracts awarded in the last twenty-four months must be addressed in Item 10 (last page) of the SF 255.
