Description

Minerals Management Service (MMS) has a requirement for commercial Internet search and retrieval of Code of Federal Regulations (CFR) title 30, Parts 203, and 250 through 282, and intends to award a sole source contract to Information Handling Services under the authority of FAR 6.302-1. The CFR establishes regulations for managing mineral resources offshore of the United States. If you qualify for this contract you must have the following. The service must include electronic access to documents incorporated by reference within those regulations. The vendor must have license agreements with standards organizations such as the American Petroleum Institute, American National Standards Institute and American Society of Mechanical Engineers to provide documents incorporated within MMS's regulations. The information will be used by engineers, scientists, compliance personnel, and regulatory management in the fields of petroleum, chemicals, and support companies to those industries engaged in offshore oil and gas exploration and production. The software must: provide internet access, have a full text browser able to search on keywords, text, and phrases; allow users to view and print images, charts, maps, and diagrams; be easy to install, use and maintain; be capable of supporting multiple users and allow users to incorporate data into other applications. The vendor must: conduct on-site training; provide updates and maintenance of data and user support. No solicitation document exists for this requirement.
