Description
This is a notice of intent to enter into negotiations on a sole source basis with the City and County of Honolulu, Department of Environmental Services, to pursue the privatization of U.S. Army owned wastewater systems, which services various Army-owned installations located on the Island of Oahu, State of Hawaii, in accordance with 10 USC 2688 "Utility Systems: Conveyance Authority" and Department of Defense Reform Initiative Directive #49 "Privatizing Utility Systems", dated 23 December 1998. See Numbered Note 22. Other qualified and interested sources shall notify the Contracting Officer at the following address: U.S. Army Garrison Hawaii, Directorate of Contracting, ATTN: APVG-GKB, Fort Shafter, Hawaii, 96858-5025; and provide a statement of interest on company letterhead (not to exceed 20 pages in length) no later than November 19, 2001, which includes as a minimum the following: (1) understanding of federal, state (to include Hawaii Revised Statutes, Chapter 269), and local laws and regulations affecting utilities in the State of Hawaii; (2) familiarity and experience with State of Hawaii and U.S. Environmental Protection Agency, Region 9, environmental compliance procedures; (3) capability and experience in the ownership, operation and maintenance of similar wastewater systems; (4) financial capacity to purchase, expand, and operate wastewater systems; and (5) a statement showing an understanding of the obligation to serve in regards to utility services. The Government shall not be held responsible for the cost of a party's expression of interest or, if formal requests for proposals are issued, the cost of an offeror's proposal. Should privatization prove to be economical, it will include the transfer of ownership, operation, and maintenance of the wastewater systems. The systems are separate and distinct and include Schofield Barracks East Range, Fort Shafter, Tripler Army Medical Center, Aliamanu Military Reservation, Fort DeRussy and Waianae Army Recreation Center. The City and County of Honolulu is currently treating the wastewater discharge from the foregoing locations. The Army's wastewater systems are connected to the City and County of Honolulu wastewater treatment plants. The Schofield Barracks East Range wastewater system consists of five facilities served; 1,400 linear feet (LF) of collection system, one pump station with a rated capacity of 11.0 kgal/day; 1,200 LF of force main; and average flow of 10.6 kgal/month. The Fort Shafter wastewater system consists of 365 facilities served; 53,731 LF of collection system; one pump station with a rated capacity of 9,405 kgal/day; 13,912 LF of force main and average flow of 44,006 kgal/month. The Tripler Army Medical Center wastewater system consists of 72 facilities served, 45,068 linear feet of collection system, and is not measured separately, its total volume is included in the Fort Shafter flow. The Aliamanu Military Reservation wastewater system consists of 520 facilities served; 53,731 LF of collection system, two pump stations with a rated capacity of 4,000 kgal/day; 6,900 LF of force main; and average flow of 15,411 kgal/month. The Fort DeRussy wastewater system consists of eight facilities served; 10,900 LF of collection system and average flow of 7,483 kgal/month. The Waianae Army Recreation Center wastewater system consists of 48 facilities served; 7,468 LF of collection system and average flow of 1,022 kgal/month.
