Description
NASA/GSFC plans to issue a Request for Quotation (RFQ)5-33228-946 for one each of a diagnostic data collector/real time analyzer, Predict DLI Model DCX-HH, a power pack for the DCX-HH and a DLI Watchman, Predict/DLI Model 8603. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Predict /DLI, Inc. at 253 Winslow Way West, Bainbridge Island, WA 98110 only. Predict/DLI is the only responsible source, as referenced in 10 U.S.C. 2304(c), to provide the Facilities Management Division with replacement vibration data analyzer and vibration data collector needed by the Construction, Operations and Maintenance Branch to expand our condition-based testing of mechanical equipment at GSFC. The Model DCX-HH Diagnostic Data Collector/Real Time Analyzer is needed to replace 1 of 2 units to have become obsolete, i.e., no longer manufactured nor repairable by Predict/DLI. Once the existing units spare parts supplies are exhausted, these units will not be operable nor usable. These data collectors have the manufacturer's (Predict/DLI)copyrighted and proprietary analyzing software that can only be used with Predict DLI's equipment. The Operations & Maintenance Branch's Reliability Centered Maintenance (RCM) Program has hundreds of pieces of mechanical equipment with vibration data associated, stored within the CMMS database. Furthermore, the vibration data and copyrighted software is needed to trend the history of operations of fans, bearings and shafts in order to predict when failure may occur that are part of the critical equipment inventory. In practicality and cost to replace the database and inventory with another software is costly, manpower extensive and would place the GSFC infrastructure in peril. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 10/26/2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
