- Air Force Research Laboratory, Rome Research Site, Information Directorate (AFRL/IF) is soliciting proposals for a sixty (60) month effort focused on research and development in the area of secure infrastructure. A Cost Plus Fixed Fee Indefinite Delivery/Indefinite Quantity contract is anticipated. The technical objective of this effort is to conduct Air Force DoDIIS (Department of Defense Intelligence Information Systems) Infrastructure (AFDI) software development and system support for the Aerospace Command and Control Intelligence Surveillance And Reconnaissance Center (AC2ISRC/A-2) and the DoDIIS community. This effort supports AF efforts in providing warfighting commands with required Intelligence, Surveillance, & Reconnaissance (ISR) information and capability, when and where it is needed. This program will enhance the current Air Force DoDIIS Infrastructure (AFDI) at the Unified and Major Commands and their subordinate units and maintain the current AFDI sites, as required. Software design, development, integration, deployment and maintenance will be provided for the Air Force DoDIIS Infrastructure (AFDI). The development will consist of the integration of several new technologies including, but not limited to Public Key Infrastructure (PKI), Light-weight Directory Access Protocol (LDAP), and web-based interfaces. On-site maintenance and integration will be provided at approximately 200 Intelligence Community sites worldwide. AFDI is crucial to the Intelligence Community's infrastructure, which supports exploitation management, dissemination management and reporting requirements. It is expected that much of the work will be in direct support of the AC2ISRC and DoDIIS for short time critical tasks. The approach is to provide engineering and technical expertise to include: requirements definition/analysis, systems engineering, software development, integration management, quality control, familiarization, integration / interoperability testing, security, and system operation/administration. Technical visits will take place at various DoDIIS and U.S. Intelligence Community sites worldwide including AFRL/IFE. The contract will result in the delivery of several software releases (approximately one release every 9-11 months) to the AFDI user community, to include computer software, technical documentation, and, as required, the installation and maintenance of the current systems located at sites worldwide. Top Secret/SCI clearances will be required for performance. The work to be performed will require a minimum of 15 personnel with TOP SECRET/SCI clearance. To qualify as a responsible contractor, the offeror must possess sufficient personnel with the required security clearances. Foreign participation is excluded at the prime contractor level. A technical library relating to this acquisition is available for review by potential offerors at the Air Force Reasearch Laboratory/IFEB, Bldg. 240, 32 Brooks Road, Rome, NY. Access to the library may be gained by contacting Linda Lehman, 315-330-4150. The library contains technical data subject to export control. Prior to review, potential offerors must submit a copy of an approved DD Form 2345, "Military Critical Technical Data Agreement," along with a letter from the Data Custodian designated on that form, authorizing access by whomever will be reviewing the library, to Attn: Linda Lehman, Air Force Research Laboratory/IFEB, 32 Brooks Road, Rome NY 13441-4114 or fax to 315-330-3913. The successful contractor may receive and/or generate technical data subject to export control in performance of the contract. Therefore, prospective offerors must provide a completed and approved DD Form 2345 which certifies the offeror is on the Certified Contractors Access List (CCAL) or the offeror is seeking application to CCAL. The successful offeror must have a completed and approved DD Form 2345 prior to award. For further information on CCAL, contact the Defense Logistic Service Center at 1-888-352-9333 or on the web at http://www.dlis.mil/ccal. =20 An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contract Specialist, Michele Martinelli, 315-330-4731. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Linda W. Reed, Deputy Chief, Contracting Division, at 315-330-7748. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
