Description
USAID/West Bank & Gaza is seeking up to three Personal Services Contractors for the estimated period of two years for new vacancies for Senior Contract Specialist positions, to be based in Tel Aviv, Israel. The successful candidate will be required to serve as a primary contractual advisor for a number of projects in the USAID/West Bank&Gaza. This includes providing staff support on all aspects of contract management relating to and affecting USAID assistance programs, policy and project planning, design, implementation and evaluation. The incumbent will participate in mission policy formulation, project design, resource assessments, sector analysis and studies. Plans for and provides contract management support to actuate the program's objectives, and will assist in the planning, design, negotiation, administration and termination of contracts and grant agreements for USAID development assistance projects in the West Bank and Gaza. Minimum skills and qualifications include: a) undergraduate degree in business administration, public administration, law, marketing, industrial management, accounting or other directly related fields (or OPM authorized equivalent); b) The training/experience requirement of the position is that the incumbent has completed or has substantially completed the requirements for certification under the USAID Procurement Management Certification Program (PMCP); c) At least five years of continuous, progressive experience in Acquisition (Contracts, Purchase Orders), US Government Agreements (PASAs and RSSAs) and Assistance (Grant and Cooperative Agreements) execution, administration, termination, cost and price analysis, procurement planning, and analysis and evaluation of proposals is required At least three years working overseas preferred, but not required. Also, previous experience with construction contracts is a plus.
