Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) to MODIFY, INTERROGATE, AND VALIDATE CORSAIR TURBINE CFD CODE. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from a requirement to MODIFY, INTERROGATE, AND VALIDATE CORSAIR TURBINE CFD CODE. It has been determined by the contracting officer that the circumstances of the contract action deem only one source reasonably available pursuant to FAR 13.106. Sondak Consulting has a unique insight and understanding of the code. Sondak Consulting was involved in the development of the code. The following are the Government's requirements in detail. The contractor shall: 1. Assists in the implementation of OpenMP parallel-processing directives into the Corsair analysis to achieve a) A 40% reduction in CPU time for a given simulation by utilizing more processors. b) A 50% reduction in required memory for a given number of processors 2. Assists in the implementation of a unified equation set to extend the use of Corsair to all relevant flow ranges (incompressible to high supersonic) 3. Assists in running/interrogating the following test cases to verify/validate the code modifications listed above: a) 2D/3D flow in turnaround ducts b) 2D/3D flow in turbopump inlet guide vanes and diffusers c) 3D flow in a turbopump stage d) 3D 360 degree turbine model simulation The period of performance is 40 weeks from activity initiation. At the conclusion of the activity the contractor shall make a final report documenting the results of the code improvements and an oral presentation at MSFC. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 23, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
