- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference "Request for Quotation No. DE-RQ04-2002AL67572". This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. Although this requirement is anticipated to be awarded under full and open competition; the U.S. Department of Energy, Albuquerque Operations Office (DOE/AL) reserves the right to award on a 100% Small Business Set-Aside utilizing the North American Industry Classification System (NAICS) Code 334119 with a corresponding qualifying size standard of 1,000 employees (indicates maximum allowed for a concern, including its affiliates, to be considered small). This will be a Firm-Fixed Price solicitation. Please Note: This solicitation is currently subject to the Availability of Funds Clause at FAR 52.232-18. DOE-AL intends to acquire a competitive price on the following item: Line Item One (1): Quantity Four (4) Each: PalmIR 250 Digital Thermal Imaging Camera or equivalent: Performance Parameters -- Detector Type/Format: Uncooled (BST) ferroelectric (320x240); Spectral Response: 7 to 14 microns; Thermal Stabilization: Thermoelectric cooler; Video/Frame Update Rate: 30 Hz NTSC, 25 Hz PAL -- real time; Time to Operation: less than 30 sec (typical), 90 sec (max); Standard Lens: 75mm; f/1.0; Field of View: 12 degrees x 9 degrees; Focus Range: 20 feet minimum to infinity; Range to Detect a Person: 2400 ft.; Physical -- Dimensions: 9.5"L x 4"W x 4"H;Weight without Battery: 2.6 lbs.; Ergonomic Design: One hand operation; Mounting Provisions: Tripod mount; Environmental -- Operating Temperature: -20=B0C to 49=B0C; Storage Temperature: -40=B0C to 80=B0C; Water Resistance: Splash-proof IEC pub. 529 IPX4; Operating Humidity: 0-95 percent non-condensing; Electrical -- Power Source: Rechargeable camcorder battery (6VDC); Power Consumption: Less than 5 watts; Power Conservation: Standby mode Operating Time per Charge: Greater than 3 hours (varies with batteries and environmental conditions); Color: Black; Interfaces -- VCR Compatible Video Output: NTSC & PAL (RCA jack); External Control: RS-232 serial communications port; and Standard Equipment. Delivery schedule: Required 120 days ARO. The delivery and acceptance point is the Office of Transportation Safeguards Training Center, 4th Avenue, Building 1789, Barling, AR 72923. Delivery is FOB Destination. Anticipated date of award is on or about November 5, 2001. This FAR 52.212-1, Instructions to Offerors -- Commercial and FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. Only those Offerors who can furnish the items or equivalent as per specifications provided herein will be considered. Offerors shall include literature that determines the "or equivalent" status of product offered. Award will be made on the basis of lowest overall price. This is an "All or None" solicitation and Offerors must propose on all items. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items with the offer. The clauses at FAR 52.212-4 Contract Terms and Conditions -- Commercial Items, including addenda: DEAR 952.202-1, Definitions applies to this acquisition. In addition, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Under FAR 52.212-5, paragraph (b), the Contracting Officer has indicated that the following clauses are incorporated by reference: FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; and FAR 52.232-34, Payments by Electronic Funds Transfer. Offerors shall provide confirmation on a VETS100 Report, website location: http://vets100.cudenver.edu/, per the provision at FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. Only electronic responses/offers to this combined synopsis/solicitation will be accepted via the Industry Interactive Procurement System (IIPS), which is available at: http://www.pr.doe.gov. Responses/offers must be received through the IIPS web site NO LATER THAN 3:30 p.m. local Albuquerque time on or before the response date listed above. CAUTION: See FAR 52.212-1, including the provision describing treatment of "Late submissions, modifications, revisions, and withdrawals of offers." Submission of responses/offers by means other than IIPS is NOT authorized. Proposal files are to be formatted in one of the following applications: Word or WordPerfect. Submission of electronic proposals via IIPS will constitute submission of signed copies of the required documents. The name of the authorized company official shall be entered (typed) in the appropriate space shown on the form(s). IIIPS Supplemental Solicitation Definitions: "Proposal" means the electronic written proposal, bid, offer or application submitted via IIPS or an authorized alternative in response to this solicitation; "IIPS" is the acronym for the "Industry Interactive Procurement System" and means the hardware, firmware and software platform, including the associated databases, by which the US Department of Energy conducts electronic business; "Electronic signature or signature'' means a method of signing an electronic message that -- (A) Identifies and authenticates a particular person as the source of the electronic message; and (B) Indicates such person's approval of the information contained in the electronic message.
