- PROJECT INFORMATION: Solicitation No. DACA45-02-B-0001 on or about 30 October 2001, this office will issue Invitation for Bids for the construction of FY 02 KC-135 SQUADRON OPERATIONS / AMU, GRAND FORKS AFB, NORTH DAKOTA. Bids will be opened on or about 2 9 November 2001. This solicitation is unrestricted and open to both large and small business participation. NAICS is 233320. Contractors interested in inspecting the site of the proposed work should contact the Grand Forks Resident Engineer, U.S. Army Corp s of Engineers, P.O. Box 247, Emerado, North Dakota 58228 for mail and 558 Eielson Street, Bldg. 440 for site inspection, Telephone: 701-594-5016/5575. FAX 701-594-5526. DO NOT submit requests for plans and specifications to the site visit personnel list ed above. See Ordering below. The work will include the following: (Approx. Quantities) New Two-story facility {239'-2x101'-2 footprint} provides offices,classrooms, briefing areas, and space for flight planning and areas for storage and maintenance under one roof. Over all, this facility will house 225 to 300 personnel and their functions. P rimary construction materials include: Continuous perimeter foundation wall, spread footing and slab on grade; EIFS on metal studs; Structural Standing Seam Metal Roof over metal deck and steel framing; Interior metal stud and gypsum board partition walls. General Interior finishes include: Painted gypsum board walls with base; CMU walls at elevator and Explosives storage; Suspended acoustical ceilings; Natural finished wood doors; VCT flooring for corridor floors; Carpet for offices; and Ceramic Tile for r estrooms and shower areas. Specialties, Equipment items, Furnishings, and Conveying Systems include wall display systems; signage; cabinets and casework; furniture systems; theater chairs; rear projection screen and 2000 pound capacity hydraulic elevator. Mechanical includes HVAC, Wet-pipe fire protection system, and plumbing. Electrical includes power, lighting, communications, fire detection and alarm, radio and public address and CATV. Site Work includes: miscellaneous removals; trees, shrubs, seeding , sodding and irrigation system; asphalt parking lots for 184 spaces; asphalt service road; concrete sidewalks; 430 Lineal Feet {LF} 21-inch RCP storm drain line; 470 LF 8-inch sanitary sewer; 1200 LF 8-inch water line; 690 LF 2-inch gas line; outdoor unit substation and chiller unit; underground electrical distribution, transformers, and communication lines. The estimated construction cost of this project is between $5,000,000 and $7,500,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2002: a.Small Business: 61. 4% planned subcontracting dollars. b. Small Disadvantaged Business: 9.1% of planned subcontracting dollars*. c. Women Owned Small Business: 5.0% of planned subcontracting dollars*. d. Service-Disabled Veteran-owned Small Business 3.0% of planned subcontra cting dollars*. e. Hubzones 2.5% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 450 calendar days after r eceipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk {CD-RO M} and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one per firm. Plans and Specifications will not be provided in a printed hard copy format.
