Description
The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price, with greater emphasis given to an offeror's technical capability, and will then select the contractor whose proposal represents the best value to the government. The technical capability criteria, listed in descending order of importance, are as follows: (1) Demonstrate prior experience working with rehabilitation of historic buildings, specialized demolition (working around historic fabric), construction and renovation, replacement and upgrades to the structural system, sensitivity to the installation of plumbing, mechanical and electrical systems, window replacement, site utilities, and concrete placement. Provide specific examples with photographs of successfully completed projects that describe the approach to the rehabilitation, including protection of the historic fabric while completing the demolition and installation of the new systems. This shall include all aspects of the project, from submittal review, scheduling work, actual completion of the work, and all necessary communications. 2) Demonstrate ability to develop a computer generated CPM progress schedule that will include the rehabilitation of the existing structure, complete with the required upgrades to the architectural, structural, mechanical and electrical building systems, as well as the exterior civil and landscape systems. The Contractor shall provide support to demonstrate his/her experience in developing, producing and maintaining a detailed critical path schedule of the essential construction tasks necessary to complete the project. 3) Demonstrate ability to comply with all OSHA safety regulations as related to the work requirements as stated in the contract plans and specifications for this project. The work of this contract consists of the general construction of the following work on the Manzanar Auditorium Building: (1) General interior and exterior rehabilitation, including interior finishes, mechanical, electrical, security, and fire-suppression system; (2) Removal and disposal of existing wood window sash; (3) Installation of government furnished new wood windows to match the existing; and (4) Sitework and grading, including asphalt parking lot, concrete flatwork, and site lighting. The project is located at the Manzanar Auditorium Building, Highway 395, Manzanar National Historic Site, California. The Manzanar Auditorium is located on the west side of U.S. Highway 395, approximately 6 miles south of the town of Independence, in Inyo County, California. The building will be closed to the public during construction, but access for National Park Service administrative and other official business must be maintained throughout the construction phase. It is anticipated that this solicitation will be issued electronically on or about November 6, 2001, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. No other notifications of updates will be sent to prospective offerors. The construction magnitude of this project is $1,000,000 to $4,000,000. The time for completion of this project is 450 calendar days after issuance of the notice to proceed. A site visit is tentatively scheduled on or about November 26, 2001. The exact time and location of the site visit will be identified in the Request for Proposal (RFP). The exact due date for proposals will also be identified in the RFP.
