- Description
- The JTT is a special application Ultra High Frequency (UHF) Satellite Communication (SATCOM) and Line of Sight (LOS) secure Intelligence Dissemination terminal to be deployed with tactical units. The terminals are dedicated to deliver critical, time sensitive battlefield targeting information to tactical commanders and intelligence nodes from all military services, in near real time, at system high security levels. The JTT is interoperable with the Tactical Reconnaissance Intelligence eXchange System (TRIXS), Tactical Information Broadcast Service (TIBS), Tactical and Related APplications (TRAP) Data Dissemination System (TDDS), Tactical Data Information eXchange Subsystem B (TADIXS-B), and UHF General Purpose Link networks. The Government currently has a contract (DAAB07-97-C-J437) with Raytheon C3 Systems Company, St. Petersburg, Florida to acquire JTT systems and Common Integrated Broadcast Service Modules (CIBS-M) via contract options. The purpose of this announcement is to determine if there are other sources for JTT 8-12 receive channel/0-4 transmit channel configuration and JTT-Briefcase (JTT-B) configurations. The Government does not own drawings and production specifications suitable to permit full and open competition. All interested sources must demonstrate that they have the ability to meet the requirements of the JTT and JTT-B System Specifications (available upon request). Additionally, interested sources must demonstrate the ability to produce a JTT; (1) that executes the JTT CIBS-M software, (2) with an embedded Hayfield-alternative, NSA approved, INFOSEC module, (3) with sufficient reserves to support embedded Integrated Broadcast Service (IBS) Common Message Format(CMF) parser execution and other emerging IBS UHF requirements, and (4) that can achieve Joint Tactical Radio System (JTRS) compliance through P3I. Delivery requirements are 15 months after contract award at a production rate of 20 units per month. Interested sources which have sufficient technical, production, and program management experience in this type of work are invited to send a response describing in detail their ability to deliver this equipment and understanding of required testing and JITC, Crypto and TIBs certification. Proprietary information is not being solicited. The Government will not reimburse interested sources or responders to this notice for any costs incurred in responding, or for subsequent exchanges of information. Responses should be submitted no later than close of business 30 November 2001. Information submitted does not constitute a proposal, but will be considered an exchange of capabilities and ideas.
