Information change to Industry Day. Industry day will be held on Tuesday 23 October -- The follow on One-on-One sessions will be 24 & 25 October. This synopsis supercedes submission dated August 25, 2001. Special Operations Forces Enterprise Support Services. The United States Special Operations Command intends to issue a single contract against solicitation USZA22-01-R-0001 based on full and open competition for all necessary personnel, travel, materials, and equipment to perform non-personal services for an Enterprise Information Technology Support contract. The scope of this contract includes the planning, management, Operation and Maintenance (O&M) of all garrison and deployed Wide Area Networks (WAN), Metropolitan Area Networks (MAN), Local Area Networks (LAN), and the communication and network infrastructures for data, voice, and video. This contract includes the O&M, development, integration, testing, training, and customer support for all desktops, portable computing devices, applications, messaging systems, databases, and web services used by SOF. This contract also includes information assurance, transmission and communication security requirements, requirements management, configuration management, hardware maintenance, and disaster recovery. USSOCOM is comprised of a headquarters at MacDill AFB, FL, a USSOCOM Washington Office in Washington DC, a sub-unified command- Joint Special Operations Command (JSOC); and three component commands: United States Army Special Operations Command (USASOC) at Fort Bragg, NC; Air Force Special Operations Command (AFSOC) at Hurlburt Field, FL; and Naval Special Warfare Command (NAVSPECWARCOM) at Coronado, CA. In addition, each Theater Commander has a Special Operations Command (TSOC) which participates in Theater related special operations strategy and planning efforts. Only the SOF-unique TSOC IT requirements will be included in this contract. The contractor shall be required to provide USSOCOM a wide range of Information Technology (IT) services. The general support functions for this contract are defined in the Requirements Document in Section C of the solicitation. The specific support requirements and locations are identified in appendixes A through E of the Requirements Document in Section C of the solicitation. Note that not all locations require all services. This contract is an indefinite delivery/indefinite quantity type contract with some performance-based services and travel funded at the basic contract level and with some task orders. A mixture of contract payment provisions such as: labor hour, firm fixed price, and cost provisions are included. The proposed contract will cover five years, consisting of a base year plus four one-year ordering periods, with the potential of four (4) one -- year term incentive extensions. The minimum amount guaranteed under this contract, is the total of the negotiated CLIN 0001 and CLIN 002 values. There will be a mandatory 35% socio-economic source provision in Section H. The potential NAIC that will be used is 541519. Due to the nature of customary commercial pricing for these services, the Government is not conducting this procurement pursuant to FAR Par 12. A draft solicitation is posted on the Interactive Business Opportunities Page, https://abop.monmouth.army.mil and the FEDBIZOPS web site www.fedbizopps.gov. The purpose of the draft solicitation is to obtain quality comments, suggestions, and recommendations from industry for the final solicitation. The draft will be available for comment through 26 Oct 01. Request industry take the opportunity to review the draft EITC requirement and provide any comments and/or recommendations to the POCs identified on IBOPs and FEDBIZOPS. At this time no proposals are being considered or evaluated. Do not submit capability statements/Past Performance information and/or proposals at this time, as they will be returned to you. The USSOCOM team is diligently working to have a final RFP on or about 31 Oct 01. We appreciate your patience and cooperation. USSOCOM will hold an Industry Briefing on the Enterprise Information Technology contract solicitation (EITC) on Tuesday, October 23rd, from 0800-1700 in Tampa. All parties interested are invited to attend. The briefing will be held at the Wyndham Westshore hotel, 4860 W. Kennedy Boulevard on the 2nd floor, in the Jefferson/Madison/Monroe rooms. Accommodations at the hotel can be obtained by calling (813) 286-4400 or (800) 866-7177 and requesting rooms blocked for EITC. The attendance list will be checked against the advance registered listing, no other entry will be authorized. One-on-one sessions will be scheduled with Primes only. One-on-one sessions will be held the following two days 24 & 25 October at 5670 Cypress St. Recommend limiting attendees to no more than 10 individuals per company. Security clearance is required for one-on-one sessions and must be submitted by the 22nd October deadline.
