Description
Sources Sought/Request for Information (RFI). The Bureau of Engraving and Printing (BEP) has been investigating color image analysis as a potential upgrade to the present currency image analysis systems. The research and development has been done on a relatively low-cost Personal Computer (PC) platform. Research to date has focused on identifying image analysis requirements and charting of print variations. The BEP wishes to continue in-house image analysis research, on the low-cost PC platform, and requires outside hardware and software support to continue building upon the research to date. Therefore, the BEP seeks sources and information on color image analysis as a potential upgrade to the present currency image analysis systems. Assistance is required in, but is not limited to the following areas: 1. Development of a method to locate and graphically interpret reference tie points; 2. Development of a method to measure average color values across a currency sheet, for purposes of classifying print variations; 3. Development of algorithms that characterize multi-stage security printing flaws; 4. Ensuring the ability of the systems to discern between various defect types; 5. Upgrade of a proprietary image processing library; 6. Development of software and hardware diagnostic tools; 7. Analysis and optimizing of system performance for new currency designs; 8. Ensure systems speed requirements of at least 10,000 sheets per hour for defect classification purposes; and 9. Provide on-site training and programming assistance for the proprietary and other image-based Quality Control (QC) systems. The Bureau is requesting information packages from potential sources on their capability to provide the assistance and supplies identified herein. Firms having applicable interest, capability, and background should submit particulars in accordance with Numbered Note 25. Respondents of this notice will not be notified of the results of the evaluation of the information submitted. This sources sought/RFI is for information and planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government to acquire any follow-on acquisition. The Government does not intend to award a contract on the basis of this sources sought/RFI or otherwise pay for the information requested. All interested sources capable of providing the above mentioned hardware, software, and services may respond to this notice by providing an information package delineating their capability to provide the assistance and supplies identified herein. Respondents must indicate their business size status: Small Business, 8(a), or other. Responses are due not later than November 16, 2001.
