Description
The United States Postal Service (USPS) is interested in contracting with a qualified Energy Service Provider (ESP) to establish a cost-effective supply of electricity generation, transmission and related ancillary services for an estimated 1346 Postal Service facilities located in the following states: Texas, Ohio, Arizona, Massachusetts and Maine The Scope of this contract includes the direct supply of approximately 388,100,839-kilowatt hours of firm power (electricity generation and transmission) to the delivery point of the following Electric Distribution Companies (EDC) as specified in this Request for Qualifications (RFQ). The initial term of this contract will be the period of two (2) years commencing on January 1, 2002 with three (1) one-year options: Annual consumption and facility counts are as follows: Texas 1. TXU Electric 408 facilities-123,274,816 annual kWh 2. Reliant Energy 150 facilities-45,937,308 annual kWh, 3.Central Power&Light-9 facilities-11,212,372 annual kWh, 4. West Texas Utilities-100 facilities-4,965,436 annual kWh. 5. Texas New Mexico Power-7 facilities-annual kWh TBD. Total-674 facilities-185,389,932 annual kWh. Arizona: 1. Arizona Public Service-81 facilities-62,086,517 annual kWh, 2.Tucson Electric Power-18 facilities-7,425,185 annual kWh, 3. Salt River Project-36 facilities-13,120,438 annual kWh. Total-135 facilities-82,632,140 annual kWh. Massachusetts: 1. Western MA Electric-65 facilities-39,545,168 annual kWh. Ohio: 1. Cleveland Elec.& Illum-23 facilities-9,207,703 annual kWh, 2. Dayton Power & Light-3 facilities-68,962 annual kWh, 3. Ohio Edison-22 facilities-17,301,609 annual kWh, 4. Columbus Southern Power (AEP)-17 facilities-25,409,352 annual kWh. 5. Toledo Edison (First Energy)-5 facilities-7,366,940 annual kWh. Total-70 facilities-59,354,566 annual kWh. Maine: 1. Central Maine Power-310 facilities-15,187,071 annual kWh, 2.Maine Public Service-36 facilities-714,838 annual kWh, 3. Bangor Hydro Electric-56 facilities-5,277,124 annual kWh. Total-402 facilities-21,179,033 annual kWh. It is the intent of the Postal Service to purchase firm power from awarded ESP(s) providing it provides cost savings to the Postal Service. Energy Service Providers are invited to submit their qualifications to provide firm power to one (1) and/or multiple EDC(s) in one or multiple states covered by this Request for Qualifications (RFQ). Offers to service a single EDC will be accepted provided service will be provided to all rate classes within the EDC service area. This Request for Qualifications (RFQ) is issued as the first step towards establishing these contracts. Energy Service Providers pre-qualified as a result of this process will be eligible to submit a price proposal in response to a subsequent Request for Price Proposal(s) (RFP) to be issued on or about November 13, 2001. Please Note the Postal Service is not requesting power pricing in this request. Price proposals will be accepted from only those ESP that are successfully pre-qualified through this process. Interested Energy Service Providers may obtain a copy of this (RFQ), which further defines the scope of the contract, minimum qualification criteria and submittal requirements.
