Description
The U.S. Army Natick Soldier Center at the Soldier and Biological Chemical Command, Natick, MA has a requirement for concept development, design, fabrication and delivery of prototypes for an Objective Force Warrior (OFW) multi-functional combat system of systems. This is a preliminary notice of the Government's intent to release draft solicitation on or about November 14, 2001, and to conduct an industry day / OFW pre-solicitation workshop in the Natick, MA area December 4 6, 2001. The OFW program goal is to develop an overwhelmingly lethal, highly survivable, lightweight, low power, situational aware, strategically deployable, highly mobile, sustainable, and cost effective warfighter combat system of systems. The program is currently in the 6.3 Advance d Technology Phase and is planned for transition into 6.4/6.5 System Development and Demonstration Phase in FY08 and to begin production in FY11. This synopsis is considered market research to identify interested firms having the requisite systems enginee ring and integration expertise, or having applicable technology offerings and an interest in participating in this effort. The Government intends to employ Other Transaction agreements for this acquisition rather than traditional contracts using FAR and D FARS regulations. Other Transactions for Prototype Projects are authorized by Department of Defense (DoD) Authorization Acts, which may be found in U. S. Code as a Note in 10 U.S.C. 2371. Section 845 of Public Law 103-160, as amended, authorizes the use of Other Transactions, under the authority of 10 U.S.C. 2371, for prototype projects directly relevant to weapons or weapon systems. In accordance with this statute, there must be at least one nontraditional defense contractor participating to a significa nt extent in the prototype project; or if no nontraditional defense contractor is participating to a significant extent in the prototype project, at least one third of the total cost of the prototype project is to be paid out of funds provided by the parti es to the transaction other than the federal government. Access to Secret or NATO sensitive information is expected for some portions of these agreements, and companies should have, or have the ability to obtain, a Secret clearance and storage facilities as outlined in the National Industrial Security Program Operating Manual (NISPOM) and its supplements, in order to participate in the agreements. The Government will host an industry day / OFW pre-solicitation workshop for interested firms on December 4 6, 2001 in the Natick, MA area. The objectives of the workshop are to explain the OFW program goals and objectives, highlight relevant ongoing Army and other Government Agency technology efforts, and facilitate industry teaming. Each firm will be given the opportunity to present a 3 to 5 minute executive summary of their capabilities and interests. Interested parties are required to submit the name, address, and phone number of each person planning to attend the workshop NLT November 16, 2001 to Mary Hall, mary.hall@natick.army.mil, (508) 233-4829. If desired, firms can also submit short abstracts describing their firm's capabilities and interests. Abstracts submitted by November 16, 2001 will be distributed to all workshop participants. Further details of the workshop will be provided via email to all submitted names. Any foreign nationals wishing to attend the workshop must forward a visit request through their respective embassy. The formal OFW solicitation is planned for release on or about January 4, 2002. Solicitations will be available for download on the U.S. Army Robert Morris Acquisition Center Natick Contracting Division website, http://www3.natick.army.mil/, on or about the specified dates.
