Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DABT51-02-T-0001 and is issued as a request for proposal (RFP). This RFP incorporates provisions and clauses as those in effect through Federal Acquisition Circular Number 97-27. The National American Industry Classification Standard (NAICS) is 811118 and business size standard is $5 million. This requirement is a 100% small business set-aside. This requirement is restricted to offerors within a 25-mile radius of Fort Bliss Texas 79916. CLIN 0001: 2 each 5-ton transmissions Model: MT-654. CLIN 0002: 4 each HMMV Engines, DDA Model: General Motors 6.2 liter 8-cylinder diesel, naturally aspirated, water-cooled, fuel injected. CLIN 0003: 1 each 5-ton engines Model: Cummins NCH250 in-line, 6-cylinder diesel. It shall be the contractor's responsibility to pickup and deliver components and arrangements shall be made immediately upon contract award. The contractor shall rebuild or repair components. All defects shall be recorded and reported, as rebuilt or repaired, with a listing including, but not limited to materials, labor, parts, and supplies used. End-user will specify items to be included on the invoice and determine whether repaired or rebuilt components are acceptable. The following FAR provisions and clauses apply to this solicitation: 52.212-1 -- Instructions to Offerors-Commercial Items; 52.212-2 -- Evaluation-Commercial Items (Evaluation factors being price, past performance, and turn around time, each being equally considered in the evaluation process); 52.212-3 -- Offeror Representation and Certifications-Commercial Items; 52.212-4 -- Contract Terms and Conditions-Commercial items; 52.212-5 -- Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following Defense Federal Acquisition Regulations Supplement (DFARS) provisions and clauses apply to this solicitation: 252.225-7000 -- Buy American Act -- Balance of Payments Program Certificate; 252.212-7000 -- Offeror Representations and Certifications -- Commercial Items; 252.212-7001 -- Contract terms and conditions required to implement statutes or Executive Orders applicable to Defense acquisitions of commercial items; 252.204-7004 -- Required Central Contractor Registration; 252.225-7017 -- Prohibition on Award to Companies Owned by the People's Republic of China. Qualifying offers will meet the stated specifications and be accompanied by completed provisions/clauses 52.212-3, 252.225-7000 and 252.212-7000. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government.
