Description
The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) is issuing notice of intent to negotiate a sole source procurement with the South Carolina Television Commission to provide services for routine and emergency maintenance for NOAA Weather Radio transmitters and control sites at seven locations in South Carolina. Maintenance will be required on narrow-band, VHF-FM transmitting equipment (100-1000 watts) on one or seven frequencies, ranging from 162.400 to 162.550 MHZ. Contractor shall furnish all normal hand tools and fundamental test equipment used in the maintenance of VHF-FM transmitting equipment. Specialized test equipment may be furnished by NWS on an as-needed basis. South Carolina Educational Television Commission is the only known source capable of performing this requirement who possesses the ability to work on state property without requiring the services of a state provided escort. The period of performance shall be from December 1, 2001 through September 30, 2002 with four one-year option periods. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by November 9, 2001. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.=20
