Description
Furnish all materials, parts, equipment, engineering analysis, engineering design, and labor necessary to install a digital upgrade to the existing Woodward Electric Hydraulic MOD II Governor system that will integrate with the existing turbine and generator controls. Work is to be performed at the Amistad Dam Power Plant located at Amistad Dam on the Rio Grande approximately 12 miles northwest of the City of Del Rio, Texas. Existing controls include speed adjust, gate position, gate limit, brake, and damping. The system to be installed by the contractor shall use Solid State Electronic Digital Speed Control, shall provide start/stop, speed control, and loading functions for Unit One without sacrificing any of the existing capabilities of the Unit. The system shall include a PC based Human Machine Interface (HMI) to be used as the operator interface. The system shall continuously sample and log all analog outputs from the unit. The system will integrate starting, speed control, synchronization, loading, and stopping of the existing hydroelectric generator. The system shall provide information on the status of generator, speed, voltage, vars, breaker condition, load, current, frequency, wicket gate position, gate limit position, mode of operation, flow in cubic meters per second, and shall allow for the monitoring of twelve (12) alarm points. The system shall be programmable by the Government's power plant personnel, have the capabilities and components to automatically synchronize Unit One to the electrical power grid that is connected to the Unit and have the capabilities for self-diagnostics to determine proper operation conditions and parameters. The contractor shall provide four (4) complete sets of operating manuals, catalog cuts, and parts books of the system. The contractor shall provide four (4) sets of As Built drawings, layout diagrams, and schematics of the electrical, electronic, mechanical, and hydraulic systems. A 100% warranty covering all labor, parts, and components for a period of twelve months, one year, beginning on the date of Government acceptance of the system and installation will be provided. The system shall be compatible with and wired to the existing Harris D20 SCADA System that currently provides for remote starting and stopping of the generator, raising and lowering Unit One speed, opening and closing of the wicket gates, and monitoring of operating conditions and alarms from or to the dispatch office in Nursery, Texas. Control of the above functions shall remain from the control room (panel) as it is at present and from the HMI. Tentative dates for issuing and closing IFB 02-01 are November 27, 2001 and January 3, 2002 respectively. The work under this contract is to be completed in 30 calendar days from the date of issuance of Notice to Proceed. This solicitation and any resulting contract are subject to the terms and conditions of the Walsh-Healy Public contracts Act. Specifications will be available for inspection, without charge, at the International Boundary and Water Commission, U.S. Section, The Commons, Building C, Suite 224, 4171 North Mesa Street, El Paso, Texas 79902-1441.
