- NSN: 8010-01-359-7235 / 3 PURCHASE ORDERS / QUANTITIES: 4 KITS TO STOCKTON, CA ; 2 KITS TO MAYPORT, FL ; 144 KITS TO PORTSMOUTH,VA PAINT SYSTEM, ANTICORROSIVE AND ANTIFOULING, SHIP HULL: In accordance with Military Specification MIL-P-24647B, dated April 2, 1991, and Amendment 1, dated August 9, 1994. QPL-24647-6, dated April 14, 2000. Section 112 of the Clean Air Act [U.S. EPA National Emissions Standard for Hazardous Air Pollutants -- 40th Code of Regulatio ns 63.780] specifies volatile organic compound and hazardous air pollutant content limits for compliant shipbuilding and shi p repair coatings. Successful offeror shall provide the designated contracting officer representative a certificate of comp liance as described in the U.S. EPA "Guidebook on How to Comply with the Shipbuilding and Ship Repair (Surface Coating) Oper ations NESHAP (EPA-453/B-97-001, January 1997, pages E-18, E-32, E-33). [http://www.epa.gov/ttn/uatw/shipb/shipguid.pdf]. This certificate is based either on known coating characteristics, or the results of EPA Method 24 volatile organic compound tests. Certificates need only be generated once for each applicable coating. When, and if, a supplier reformulates a coat ing, a new certificate would need to be generated. Suppliers are directed to put the following statements on the paint can labels: 1. A certification that paint in the container meets National Emission Standards for Hazardous Air Pollutants (NESHAP) requi rements for shipbuilding and ship repair. 2. A statement of the ration of Volatile content to solids expressed as grams VOHAP per liter of solids. Coat 2 (See Notes) Ameron Protective Coatings Group; Amercoat 235; PN: DV235K20181 Color: Haze Gray Gloss: Semigloss Type: I -- Paint system having topcoats of ablative antifouling paints. Class: 1A -- Paint system having copper based toxics in the antifouling topcoats. Paint systems for use on metal substrates, except aluminum alloys. Grade: A -- Volatile organic content (VOC) of the antifouling topcoats shall be a maximum of 3.4 pounds per gallon [lb/gal; 4 00 grams per liter (g/L)]. VOC of all other individual paints in the paint system shall be in accordance with the requireme nts of Grade B. Application: 1 -- Paint systems having a red color antifouling for underwater hull, with a service life of five years, and; Application: 2 -- Paint systems having a black color antifouling for underwater hull, with a service life of five years. Size: Kit of shipping pail containing 15.1 Liters (4 gallons) Component A and paint can containing 3.78 Liters (1 gallon) Co mponent B in seperate containers. Maximum age on delivery shall not exceed four months. Date of reinspection shall be 24 months from date of manufacture. ITEM MARKING In addition to the marking required by MIL-P-24647 paragraphs 5.1.1 and 5.1.2, the following shall be added. (1) Lot or Batch number (2) Dates of manufacture and reinspection (3) Instructions for use, thinning, mixing, shaking, etc. (4) Maximum Volatile Organic (VOC) Content (less water and exempt solvents), in grams per liter and pounds per gallon PACKAGING The components of each kit shall be packaged in multiple friction closure metal cans in accordance with the supplier's norma l commercial practice, provided that there will be no interaction chemically or physically with the contents so as to damage the container or alter the strength, quality, or purity of the contents. The containers shall be closed in a manner that w ill insure that the contents will not spill or leak from the containers during shipment, handling, storage and redistributio n. Components of each individual kit shall be further packed together in kit form that will prevent accidental separation of th e components during shipment, handling, storage and redistribution. PACKING Shall be furnished in the units indicated and packaged as follows: Kit Packaging: Ingredients of a product required to be furnished in separate containers shall be packaged according to the manufacturer's normal commercial practice. Such packaged components shall be further packaged or assembled together as a co mplete unit in kit form. The kit assembly shall be such that it will prevent accidental separation of the components during shipment, handling, storage and redistribution. All containers shall be such that there will be no interaction chemically or physically with the contents so as to damage the container or alter the strength, quality or purity of the contents. One and five gallon cans shall be provided with a bail type handle in accordance with normal commercial practice. The filled c ontainers shall be closed in a manner that will insure that the contents will not spill or leak from the container during sh ipment, handling, storage and redistribution. MARKING All unit, intermediate, transport packages and unit loads shall be marked for delivery to civilian activities in accordance with the FED-STD-123G, dated June 6, 1997, or marked for delivery to military activities in accordance with MIL-STD-129N, da ted 15, May, 1997, as applicable.
