Description
The Electronic Combat Development Systems Office (ASC/AAN) is seeking sources to produce MJU-47/B and MJU-48/B Advanced Infrared Countermeasure Flares. The Engineering, Manufacturing, and Development (EMD) phase of the MJU-47/B and MJU-48/B flares, contracted with BAE Systems Integrated Defense Solutions, Inc., Austin, TX, is nearly complete. Initial production procurement is estimated to be approximately 5000 MJU-47/B flares and 5000 MJU-48/B flares the first year, with a one-year option up to 10,000 MJU- 47/B flares and 10,000 MJU-48/B flares. Technical and Other Data will also be procured. It is anticipated that a production contract will be awarded in late FY02 with the first deliveries by mid to late FY03. The MJU-47/B is a 2 x 2.5 x 8.1 kinematic infrared flare assembly. The MJU-48/B is a 1 x 2 x 8.1 multi-component flare. A reprocurement data package is not available for this procurement. Interested companies must submit the following information for evaluation to the Government in response to this Commerce Business Daily announcement. (1) Information on the capability to produce complete MJU- 47/B and MJU-48/B infrared countermeasure flares, and the ability to perform flare acceptance testing in accordance with the MJU-47/B and MJU-48/B Prime Item Product Fabrication Specifications. This acquisition involves data that are subject to export control laws and regulations. Only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) shall be provided copies of the solicitation or other data subject to foreign disclosure restrictions. Contact the Defense Logistics Services Center, 74 Washington Avenue N., Battle Creek, Michigan 40917-3084 (1-800-353-3572) for further information on the certification process. You must submit a copy of your approved DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation. (2) Information validating the capability to produce or obtain the type of materials required for the MJU-47/B and MJU-48/B flares. (3) Information on the ability to meet the schedule and quantities outlined above. (4) A description of plant or other special facilities required to produce, store, and dispose of hazardous and explosive materials. This description should also include the capability of facilities and personnel to store and handle classified documentation up to the Secret level. (5) Experience with previous or current manufacturing of infrared countermeasure flares either as a prime or subcontractor within the past ten years. (6) Qualifications and experience of managers, scientists, engineers, and manufacturing personnel who may be assigned to this activity. (7) Any other specific and pertinent information that would enhance the Government s consideration and evaluation of the information submitted. All respondents shall indicate whether they are a large, small, or small disadvantaged business in relation to NAICS CODE 336413. The Government reserves the right to set this action aside for small business. Foreign companies are not eligible as prime contractors for this development. Foreign-owned U.S. companies are not foreign companies. Release of classified technical data to foreign-owned U.S. companies is dependent upon the type of facility security clearance under which the company is operating. The Government does not intend to award a contract on the basis of this synopsis. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
