Description

Original notice was issued online on October 22, 2001, with printed version issued on October 25, 2001. This update only makes correction to the small business subcontracting opportunity portion of the original announcement. Reference was first made to "total estimated effort"; however, that should read "total estimated SUBCONTRACTING effort". Further reference was made to FAR subpart 19.12 (and then more specifically to 19.1202-4(b)). That subpart only applies to small disadvantaged business (SDB), not to the other categories of small business referenced in the announcement. And as a result, the following language is corrected to read: "In accordance with FAR Subpart 19.12, those offerors must address the extent of participation of SMALL DISADVANTAGED BUSINESS concerns with their offer. SDB target participation must be expressed as dollars and percentages of total SUBCONTRACTING value and a total target for SDB participation .SDB targets will be incorporated and contractors will be required to report SDB participation .Offerors should describe how they derived SDB targets." With respect to the correction emphasizing "Subcontracting value" and "subcontracting effort", for example: if the total award is $1,000,000 but the amount of the total set aside by the prime contractor for small business is 40%, then the total awarded to small business would then be $400,000. Therefore, the $400,000 is the "subcontracting value/effort", NOT the $1,000,000 for the entire award. All further percentages for small business participation would then be as a percentage of the $400,000. The thirty-day response time for submittals commences as of October 25, 2001, and not from the publication date of this modification.
