The Defense Information Systems Agency will be issuing a competitive solicitation for global scientific, engineering, integration, and technical services that will support DISA's missions and other DOD and Federal agencies. The effort is designed to replace the current Joint Information Engineering Organization (JIEO) Systems Engineering (JSE) contracts, the Defense Information Infrastructure Integration Contract (DII-IC), and other expiring contracts within DISA. The services required will provide support to DISA, the National Military Command Systems (NMCS), and Senior Leadership Communications System (SLCS) core mission areas: Global Command and Control System (GCCS), Global Combat Support System (GCSS), Global Information Grid (GIG), Defense Information Infrastructure (DII), Defense Information Systems Network (DISN), Defense Message System (DMS), Strategic/Senior Leadership Systems Engineering, Defense Information Infrastructure Common Operating Environment (DII COE), Information Assurance (IA), and Electronic Business/Electronic Commerce (EB/EC). The intent is to award two sets of multiple award indefinite delivery/indefinite quantity contracts. One set of awards will be based on full and open competition, and the other set will be based on a small business set aside. The span of scientific, engineering, integration, and technical support services required encompasses a range of tasks and several disciplines, including command and control, facilities, communications, airborne platforms, and information systems. Work under this effort will support the development, maintenance, and implementation of DOD Shared Data Resources, National Military Strategy of the United States, National Security Strategy, and Joint Strategic Capabilities Plan (JSCP). Seamless interoperability of the various mission and support applications encompassing DISA's mission, allowing information to be provided to warfighters regardless of location, is an absolute requirement for this contract. Efforts will include a full spectrum of engineering test and evaluation for the command centers and crisis management facilities that support the NMCS Command Centers and SLCS. Additionally, efforts are essential to provide network and system operations, maintenance and management services for network and information systems, systems administration, software, applications and demonstrations support. The Government intends to award multiple full and open and multiple small business contracts for an initial 12 month period, with options for six additional consecutive 12 month periods. The ceiling for the entire effort is $1 billion over the seven year period. The applicable North American Industry Classification System (NAICS) code is 541512, Computer Systems Design Services, with a size standard of $18.0 million. Offerors will be evaluated on the basis of their corporate experience and past performance, quality and management structure, and proposed cost. Information provided by prime offerors will be evaluated. Information on subcontractors/team members is not be solicited and will not be evaluated.
