Description
The Naval Undersea Warfare Center Division, Newport requests your help in enhancing competition for a forthcoming soli citation. Please provide comments on Draft Solicitation N66604-02-RFC-0331, for the Wide Aperture Array (WAA) Outboard Elec tronics Canister (OBE) Program. The Outboard Electronics Canister (OBE) is a component of the Wide Aperture Array (WAA) AN/BQG-5 Sonar System and the AN/BSY -2 Sonar System. The WAA array consists of a total of six panels, each panel having 64 hydrophones staves. Each hydrophone s tave is composed of seven individual hydrophones. Each OBE provides the necessary signal conditioning, preamplifiers, multip lexing, and other electronic signal conditioning for one of the hydrophone staves (seven hydrophones). Thus there are 384 OB E canisters per AN/BQG-5/BSY-2 System. The OBE produced to this specification shall be mechanically and electrically interch angeable with existing Fleet installed units. Each module has a watertight titanium housing that contains the signal conditi oning electronics. The OBE has two electrical connectors with one connector that connects to the stave assembly and one that connects to the hull penetrator interface cable. All electrical connectors are hermetically sealed and pressure proof. Placement of a five year Indefinite Delivery, Indefinite Quantity contract with Fixed Price provisions is anticipated. Item s shall be procured by issuing delivery orders during the term of the contract estimated to total as follows: FY03 ? 324 uni ts, FY04 ? 120 units, FY05 ? 80 units, FY06 ? 80 units, and FY07 ? 80 units. If you consider your company capable of performing this effort, but identify impediments in the Statement of Work (SOW), Con tract Data Requirements List (CDRL), or other requirement of the attachments, please tell us. Provide specific information regarding how our requirements would need to be changed for your firm to be capable of performing the contract, or for compe tition to be optimized generally. Do not send any cost data, resumes or other proprietary information. Any suggested appro aches will not be treated as proprietary, and may be reflected in the formal Request for Proposal (RFP).
