Description
The Environmental Protection Agency (EPA) has a need for a contract to provide the Office of Air and Radiation; Office of Transportation and Air Quality; National Vehicle Fuels Emission Laboratory; Advanced Technology Support Division, with flexible engineering support related to vehicles and engines, with efforts focused on reducing emissions and improving efficiency (to lower carbon dioxide emissions) that can easily be transformed into full production. Work may include design, fabrication, refinement, development and testing support on engines, vehicle systems, components, subsytems, control systems, and fuel systems. All vehicles, engines, components, control systems, and fuel systems required to initiate work will either be commercially available, developed by the contractor or furnished by the government. The contractor shall provide all personnel, materials, services, equipment and facilities to design, develop, modify, fabricate, test, calibrate, and perform engineering tasks on the requisite components. All vehicle, engine, components, subsystems, control systems, and fuel systems required to perform work will either be acquired or designed and fabricated by the contractor or furnished by the Government. The contractor may be required to convert appropriate equipment to alternate-fuel operation. In each case the contractor shall use the end result (production) as a guide in designing, developing, modifying and fabricating all components. The Government anticipates the award of a cost plus fixed fee, level-of-effort ( LOE) type contract with a twelve month term and four twelve month options. The base level of effort will consist of 13,500 hours. In addition, options will be included to increase the level of effort by up to 33,750 direct labor hours during each period. The solicitation is subject to full and open competition, all responsible offerors may submit a proposal. The North American Industry Classification System (NAICS) code is 541330. Copies of the solicitation will be available to all offerors on the Internet. Offerors should visit EPA's Home Page (http://www.epa.gov/oam/cinn_cmd) for continuous update of RFP's status. It is anticipated the solicitation will be available in mid- November. Note 26 applies.
