Description
The Space and Naval Warfare Systems Center, San Diego (SSC SD) Information Technology (IT) Division, Code D029, has a requirement for acquisition of technical services in support of Legacy Business Systems software architectures, sustainment of Enterprise Resource Planning (ERP) and sustainment of Non-ERP initiatives in FY02 and beyond. Functional areas supported by Business Systems include but are not limited to finance and accounting, acquisitions, security, material management, and human resources. Support is required for the SSC SD core ERP system as well as Commercial-Off-The-Shelf (COTS), Government-Off-the-Shelf (GOTS), and locally developed systems. Support is required to define and document business process changes, adapt these systems to the business processes, provide change management, database support, application support, and integrate ERP and non-ERP products. Support shall be in compliance with defined SSC SD Lifecycle Configuration Management (LCM) policies. Specific areas of technical support include definition, analysis, design, development, integration, and deployment of computer support software including core functional software, application software, utility software, special system interfaces and handlers, computer usage accounting systems, and computer security systems. Required applications support includes tailoring and implementation of COTS/GOTS software to integrate with and perform specialized functions, development and implementation of new applications programs, and modifications, utilizing tools and techniques in the areas of object oriented analysis, object oriented environments, and object frameworks. Application development and maintenance tools include Oracle Forms, Oracle Designer, Oracle PL SQL, Computer Associates CoolGen, Visual Basic, and C++. The SSC SD ERP utilizes the SAP ERP System suite of software products including SAP R/3, SAPDB, GUI, mySAP.com, Business Warehouse, and Knowledge Warehouse. Technical expertise supporting World Wide Web (WWW) tools, techniques, languages, and technologies to support business applications and data queries and data access applications is needed. HTML, WWW authoring tools, and tools to support WWW applications are used for maintenance and development. User training in support of Web pages and other developed products is required. Contractor personnel interface with government personnel to initiate Quality Assurance (QA ) procedures and processes through testing, verification, and validation of distributed software products. QA plans are prepared in support of projects. Quality assurance activities conform to defined LCM processes that are founded on the Software Engineering Institute's Capability Maturity Model for Software. Contractor services will include recommendations for improvements and enhancements to IT environments as well as identification of any deficiencies and inconsistencies. Support is required to maintain computer database software interfaces which transform and capture data from existing IT systems into Oracle format and populate the data in the IT databases. Included is responsibility for ensuring that the data interface processes execute properly and within a prescribed timeframe. All data load processes are tested to ensure data quality and referential integrity of the IT databases. Database analysis and database administration support is required for database products including Oracle RDBMS and MS Access. Support includes the design and maintenance of database structures for production databases implemented using Oracle RDBMS. Support personnel monitor database systems to ensure optimal performance and provide recommendations when sub-optimal performance occurs. Database support includes definition of data models. Supported is needed to architect the corporate data environment and implement corporate data and databases. Tasks include requirements analysis, data gathering and extraction, data editing and validation, data loading, interface definition, installation, testing, documentation, planning, implementation, maintenance, and network interfacing. Configuration management support is needed to include definition of policies, procedures, and standards pertaining to life-cycle management of software assets. Configuration management plans are modified and new plans initiated as required. These plans contain procedures for the orderly tracking of the configuration, function, and location of critical automated Business Systems products and for the authorization of changes to baseline systems. Configuration management support for the ERP Project is needed. This will include establishing and organizing a library of project deliverables and reference materials, implementation and maintenance of electronic and manual structures, and logging materials/deliverables in appropriate repositories using tools such as ccc/Harvest. Personnel gather, enter, and report data in support of existing CM databases. Support is provided to government program and project managers. These activities include identifying technical approaches and implementing the management controls to meet the cost, performance, and schedule requirements throughout the period of performance. There is a requirement to prepare agendas, provide task tracking, read- ahead packages, minutes, handouts, presentations, and schedules. This acquisition is being conducted using the Advisory multi-step process (see FAR 15.202). Offerors who submitted capability information in response to the Sources Sought notice published in the Commerce Business Daily on 30 August 2001 were evaluated and notified that either they are invited to participate in the resultant acquisition or, based on the information submitted, that they are unlikely to be a viable competitor. A list of offerors who were invited to participate in this acquisition is at the end of this announcement. The Government intends a single award under full and open competition for this effort. An award will be made to a business (small or large) that represents the best value to the Government. The Government estimates a three- (3) year period of performance with a total level of effort of 362,880 direct labor hours. All responsible sources may submit a proposal that shall be considered by the Government. No hard copy versions of the request for proposal (RFP) will be available. See Note 26.
