Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is issued as N00102-02-Q-0823 and incorporates clauses effective through Federal Acquisition Circular 97-27. The North American Industrial Classification System (NAICS) code is 333293 and the small business size standard is 500 employees. Item 0001 -- Item 0001 -- Rotary/Laser Engraving System, Newing-Hall Model HP 460 or equal with Industrial Base. Features include: X, Y Datum Wiring, Z Spindle Wiring, Controller upgrade to Z axis and Chip removal System. The table must hold flat surfaces without vacuum devices or double sided tape. Must have reconditionable surface. Must come with a Universal Angle Device, Diamond Spindle Assemby and Diamond Inserts, 120 degree and 100 degree. Cutter Head must follow surface contour (must not dig into irregular surfaces). Delrin Nose with Chip removal, 11/64" shank. Industrial Cylindrical Attachment must be capable of holding up to 3" diameter mechanical parts using cylindrical engraving cones are various sizes. Option of be 3-D; stepper driven motors with 11/64" spindle. Must be compatible with items 0002 ,0003 and 0004 below. Engraving equipment must specialize in mechanical part engraving (not signing). 1 each. Item 0002 -- Item 0002 -- Laser Engraver, Trotec Laser Systems or equal as follows with options: 25 W Speedy C25, 110V with Laser Pointer and Auto Focus with Sensor, Accessories are Honeycomb Cutting Table, Rotary Attachment, 2.5" Lens including focus to ol. If authorized by your facility, please provide Trade-in-Allowance for NH 350 Engraver (Controller, table base, cylindrical attachment and accessories that will not be useable towards purchase of a newer model laser system. Must be compatible with item 0001, 0003, and 0004. 1 each. Item 0003 -- Item 0003 -- CADLink Engraving 3D Software or equal (Design & Production) with Training CD's. Must be compatible with item 0001, 0002 and 0004. 1 each Item 0004 -- Item 0004 -- Computer System must have the following capabilities equal to: Intel P4 1.5GHZ Microprocessor, ASUS p4t Motherboard, 256MB/800MHZ RAMBUS memory, ATX P4 Mid Tower with extra cooling fan, Western Digital 40GB 7200 RPM EIDE Disk Drive, Sound Blaster Live Value sound card with speakers. Toshiba 16X DVD CDROM Drive, Plaxtor 16X10X40 CDRW Drive, AT1 Expert 2000 32 MB AGP Video Card, 1.44 MB Mitsumi Floppy Disk D rive, Panasonic 100 MB Zip Disk Drive, 3c905CX 10/100 Network Card, Mitsumi PS2 Keyboard, Microsoft Intellimouse, Windows 2000 OEM with Manual, CorelDraw Essentials (Corel Draw9 & Corel Paint9), Mousepad, One Zip Disk Media Cartridge, Viewsonic 17", .25mm E70FB (Flat CRT Display not flat panel) Monitor. Must be compatible with item 0001, 0002 and 0003 above. 1 set. Price for above shall include installation and initial training on-site at Portsmouth Naval Shipyard for approximately two people. Service for above equipment must be delivered within 24 hours of contact. Warranty, Newing-Hall: 1 Year Parts and Factory Labor. Warranty, Trotect: 3 Year Parts and Depot (Newing-Hall) Labor. Other Manufacturer Warranty: Please Provide. Equipment equal to other than above listed may be considered. Brand Name or Equal Applies as follows: see FAR 52.211-6 Brand Name or Equal. Off ers other than above must provide literature for evaluation. M8 -- AWARD SINGLE AWARD FOR ALL ITEMS -- Due to the interrelationship of the items involved, the right is reserved to make a single award to the responsive offeror whose total proposal on all items is low. The following clauses/provisions from the Federal Acquisition Regulation(FAR) and Defense Federar Acquisition Regulation (DFAR) apply: 52.212-1(October 2000), Instructions to Offerors -- Commercial items; 52.212-2(January 1999), Evaluation -- Commercial items (items will be evaluated by the lowest price technically acceptable offer who meets all the requirements and is otherwise eligible for award); 52.212-3(October 2000), Offeror Representations and Certifications -- Commercial items (note: anyone responding to this notice must provide these representations and certifications, as well as tin#, complete address an d phone number, e-mail address if available, cage code and duns#.
