- Description
- Provide healthcare resources in accordance with Public Law 104-262 and 38 U.S.C. 8153. Contractor agrees to provide a *Board Certified Physician in Family Practice or Internal Medicine or Emergency Medicine, to and at the VA Roseburg Healthcare System, Roseburg OR 97470. Physician must be able to start on December 3, 2001. If candidate is not available to start on December 3, 2001, offeror will be determined non-responsive, if after award it is determined candidate cannot start on December 3, 2001, contract shall be terminated for cause and award shall be made to next lowest offer. Price is an all-inclusive rate of per diem, travel, and price/cost. If the Offeror is submitting more than one physician to cover the terms and conditions of this contract, you shall submit a schedule along with your quote indicating the time frames that each physician will be scheduled to work. Process of determining contract award: VA Roseburg Healthcare System award preference will be as follows: 1) award to the lowest-priced responsive, responsible bidder who offers a Board Certified candidate; 2) if no qualified bidder offers a Board Certified candidate, then award to the lowest-priced responsive, responsible bidder who offers a Non-Boarded candidate. The Physician will see an average of 18 patients per day in the Urgent Care Clinic. The Physician will be assigned to Urgent Care Service from 8:00 a.m. to 4:30 p.m., five days per week, Monday through Friday. Provider may be utilized in Primary Care should the need arise. The Physician will have responsibility for but not limited to treating outpatients, completion of H&P exams, ordering appropriate diagnostic tests, determining need for hospitalization at this facility or transfer the patient to another facility. Physician shall be required to coordinate the admitting process of patients who present at the Urgent Care Clinic with the VA Roseburg Healthcare System. The physician may be asked to see and treat unassigned patients or patients assigned to another provider when other team providers are on leave. Physician will be responsible for evaluation and treatment of veterans presenting to the Urgent Care Department, which may include patients requesting/requiring care from med/surg, ICU, Step Down, Transitional Care Unit, psychiatry and substance abuse. Each discipline has staff proficient in each area of care, available during the tour of duty for this position. The qualifications of the contractor shall be subject to review by the Chief of Staff and approval by the Director, VA Roseburg Healthcare System. The Physician must: a. Have an unrestricted license in a US state, territory or US commonwealth; b. Speak English proficiently; c. Provide evidence of demonstrated current clinical competence to perform appropriate outpatient care services; d. Be a US citizen; e. *Be Board Certified (is preferred); f. Have a professional degree and education applicable to medical staff members, e.g., MD, DO; g. Provide evidence of current professional liability insurance; h. Evidence of current privileges (if applicable); i. Names of most current employer(s) and two peer reference contacts; j. Current copy of ACLS and BLS certifications; k. Be a team player; l. Must be computer literate, as VA Roseburg Healthcare System utilizes a computerized patient medical record; All contractor employees who require access to the Department of Veterans Affairs' computer systems shall be the subject of a background investigation and must receive a favorable adjudication from the VA Office of Security and Law Enforcement prior to contract performance. This requirement is applicable to all subcontractor personnel requiring the same access. If the investigation is not completed prior to the start date of the contract, the contractor will be responsible for the actions of those individuals they provide to perform work for VA. Position Sensitivity -- The position sensitivity has been designated as Low Risk. Background Investigation -- The level of background investigation commensurate with the required level of access is National Agency Check with Written Inquiries. NAICS Code 621111/$7.5 million applies.
