- The U. S. Postal Service (USPS) is placing a portion of its truckload freight up for competitive bid using the FreeMarkets Competitive Bidding Event (CBE) process. The lanes included in this bid represent an estimated spend of $7 Million annually in the contiguous United States. The USPS intends to award a two year contract, with an additional one year option to the most competitive bidders based on total cost. Only USPS pre-qualified carriers will be invited to bid on the opportunity. Bidder Criteria Information: Carriers must review the proposal (see solicitation package 162745-02-A-0013) and submit technical proposals to FreeMarkets by November 14, 2001. Register as a supplier at FreeMarkets' website, www.freemarkets.com, providing relevant contact and general company information. Review and accept the terms of the FreeMarkets Bidder Agreement located in FreeMarkets Desktop. Additional Information: The business opportunity will be divided into groups of business (lots). The intent is to award each lot as a whole. The lowest economic bid does not necessarily constitute an automatic award. Accordingly, carriers must be capable of providing all requirements within the lot and must meet qualification criteria as described in the Solicitation. The primary pricing competition for this solicitation will be through the online reverse auction. FreeMarkets will explain this process in detail and train each qualified carrier prior to the CBE. Carriers will have the ability to submit revised pricing during the CBE in response to prices submitted by other carriers. The identity of the carriers will not be revealed to each other during the CBE. The final such revision during the CBE will be considered the carrier's final proposal. The USPS reserves the right to conduct verbal or written discussions with respect to factors other than price with the carriers at anytime prior to award.
