- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The following services are to be procured on a firm fixed price contract. The Successful Offeror must meet the following requirements; The offered location must be at least 35 miles outside of all of the following cities: the District of Columbia; Alexandria, Virginia; Falls Church, Virginia; Roanoke, Virginia; Bristol, Virginia; Richmond, Virginia; Norfolk, Virginia and Baltimore, Maryland; The offered facility must not be more than a two and hour drive (140 miles) from Washington, DC; Single occupancy lodging accommodations to house a minimum of 155 guests on the nights of December 4, 5, and 6, 2001; Classroom Style conference space to accommodate 180 persons December 5, 6, from 0600 through 2200 hours and on December 7, 2001 from 0600 until 1300 hours; Conference Style meeting space to accommodate approximately 40 guests on December 4, 5, and 6, 2001 from 0600 through 2300 hours; All lodging and conference space must meet the requirements of the Americans with Disabilities Act; The Successful Offeror acknowledges that this is a law enforcement training seminar; Portions of this training will include non-destructive mock law enforcement exercises to be conducted in portions of the furnished facilities, conference space, lodging rooms and adjacent parking lots and grounds; These exercises may include the use of marked and unmarked law enforcement vehicles with emergency warning lighting activated (audible warning devices will not be used.) and may include the display of firearms that have been made safe for training exercises. The Successful Offeror by offering in response to this request specifically acknowledges and accepts that these activities will occur. The Successful Offeror must have sufficient conference and food service/open restaurant space available to allow the buffet style feeding of approximately 140 guests at breakfast, lunch and dinner in a period of 60 minutes or less without disruption of the conference and meeting spaces required in numbers 2 and 3 above; The Successful Offeror will provide either room safes (preferred) or access to a safe depository box (acceptable) for all guests; statement as to whether the offered facilities have been certified by the Federal Emergency Management Agency for the lodging of federal personnel; statement as to the number of smoking and dedicated non-smoking rooms offered for lodging; statement that all local telephone calls and calls to 1-800 telephone credit card numbers will be provided at no cost in all lodging and meeting accommodations. Long distance calling will not be billable to individual room accounts unless agreed to in advance by the onsite Government representative; A comprehensive per day price proposal based on single occupancy, that includes the following: Lodging, Conference space, 200 persons classroom style 12/5, 12/6 and 12/7, 40 persons conference style 12/6, podiums in each conference area 12/5, 12/6 and 12/7, 2 Easels with paper pads or dry erase boards with markers, Buffet Style Dinner the night of 12/4/01 beginning after 1930 hours, Buffet Style Breakfast 12/5, 12/6 and 12/7, Buffet Style Lunch 12/5, and 12/6, Box Lunch 12/7/01, Buffet Style Dinner 12/4, 12/5 and 12/6, Morning Break Service 12/5, 12/6 and 12/7 (Coffee, Tea, Juices, Hot Chocolate, fresh pastries, condiments, fruit), Afternoon Break Service 12/5 and 12/6 (Coffee, Tea, Lemonade, Iced Tea, assorted sodas, fresh cookies, condiments), Evening Break Service 12/6 (Outdoor Fireside; Cheese, hot chocolate, warmed cider), Local telephone calls and access to credit card calling services, Applicable gratuities, Full access to all recreational facilities offered, A minimum of 6 suite upgrades at no additional cost, The ability to provide a limited number of vegetarian, kosher or other special dietary needs meals for seminar participants at no additional cost, A comprehensive price proposal as outlined in 5(a) through 5(o) for double occupancy, A statement as to the final confirmation date required by the offeror for binding conference attendee counts and special meal requirements, A separate quotation for audio visual support including: Two Wireless microphones and amplification in the main conference area 12/5, 12/6 and 12/7, One 7'x7' reflective projection screen (alternate sizes may be proposed) 12/5, 12/6 and 12/7, One Projection cart (or small table) with 110 volt power for use with laptop computers and LCD projectors provided by the government. 12/5, 12/6, and 12/7, 2 large (25" or greater) televisions on carts connected to a single VHS videotape player 12/5, 12/6 and 12/7, Preference will be given to the offeror that: Can provide access to a large parking area, away from the hotel premises to conduct mock training exercises, Can provide facilities to accommodate up to 200 guests (use of double occupancy rooms above 140 guests is acceptable) If capacity above 140 guests is available, the offeror should include a price proposal for double occupancy, Is accessible by commercial rail or air service within 20 miles of the facility, Who provides no cost shuttle service between commercial air or rail facilities and the offered location, Is located near a full service firearms range capable of supporting 25 firing positions at a time within a reasonable driving distance, Factors Effecting Award, An essential part of this seminar is a live fire exercise for participants. All offerors are advised that the ability of the government to arrange for the use of a suitable firearms range facility in proximity to the offered facilities may be grounds for award of this requirement to other than the lowest Vendor must accept payment via Electronic Fund Transfer (EFT) and must not submit invoices more often than monthly. Awardee must complete a SF-3381 ACH Vendor/Miscellaneous Payment Enrollment Form. The following provisions are applicable to this acquisition: (a) FAR 52.212-1, Instructions to Offerors-Commercial, (b) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, (c) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. The provision at FAR 51.212-2 Evaluation-Commercial Items applies to this acquisition. Evaluation factors in declining order are as follows; Quality and Price. Quality is more important than price. Quotes must include product literature. Award will be based on meeting the technical specifications listed above, on an ALL OR NONE basis and the BEST VALUE to the government. The Government may elect to pay a cost premium to select an offeror whose ratings on non -- cost evaluation factors are superior. A "premium" is defined as the cost difference between the lowest evaluated price of a technically acceptable offer and a higher priced offer deemed to be superior from a Quality standpoint. However, the Government will not make an award at a significantly higher overall price to achieve only slightly superior Quality. Quotes will be acceptable by mail or by facsimile at 202/927-8688.
