- Description
- Four (4) SWD-Wide Multiple Award Task Order Contracts (MATOCs) -- One (1) 8(a) Competitive contract not to exceed (NTE) $15 Million and three (3) Unrestricted contracts each NTE $25 Million for a combined total capacity of NTE $90 Million. MATOCs are Indefinite Delivery Indefinite Quantity (IDIQ) type contracts where the task orders are competed among the successful contractors. Work will consist of Military or Civil projects to be performed anywhere within the geographic boundaries of the U.S. Army Corps of Engineers Southwestern Division. Work will consist of a wide variety of construction, services, and anti-terrorism/force protection type work. Work includes OMA maintenance and repair, minor new construction, design-build, services, and work funded by other appropriations. Each contract will not exceed 60 months. Guaranteed Minimum amounts for each contract are $60,000 for the 8(a) contract and $100,000 for each of the unrestricted contracts. Task Order minimum is $2,500 and maximum is estimated NTE $3,000,000 on the 8(a) contract and estimated NTE $5,000,000 on the unrestricted contracts. Task Orders will be competed among the four (4) contractors to the maximum extent possible. SIC Code is 1542 (NAICS Code 233320). Small Business Size Standard is $27.5 Million. The Government will use a "Cascading" approach to evaluate proposals received on the 8(a) competitive contract. It is the intent of the Government to award one contract on a competitive basis to an eligible Section 8(a) business concern in accordance with FAR 19.8, provided that adequate competition is received and award can be made at a fair market price. Competition among 8(a) firms is limited to firms in SBA Region VI (Texas, Louisiana, Arkansas, Oklahoma and New Mexico). If circumstances do not permit an 8(a) award, the Government intends to award on a competitive basis to an eligible HUBZone concern in accordance with FAR 19.5, provided that adequate competition is received and award can be made at a fair market price. If circumstances do not permit a HUBZone award, the Government intends to award on the basis of full and open competition from among all responsible, responsive offers received providing award can be made at a fair market price. This is a negotiated acquisition. All contracts will be awarded based upon the "Best Value" to the Government. The Government will evaluate all proposals on past performance, price, and other factors identified in the solicitation. Estimated issue date is 7 Dec 01. Estimated proposal due date is 18 JAN 02 at 4:00 PM (CST). The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specs will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5" diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractor's responsibility to check the following address daily for any posted changes to this solicitation.
