- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DTCG80-02-Q-3FAP31 is being issued as a Request for Quotes (RFQ), for the purchase of two, brand name or equal, Caterpillar Basic Diesel Generator Assemblies PA5652, 3304B Diesel Marine Auxiliary engines. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This is an unrestricted procurement. The NAICS code is 336322 with a small business size standard of 750 employees. CLIN 0001; QTY: 2; UNIT: EA: Caterpillar Basic Diesel Generator Assemblies PA5652, 3304B Diesel Marine Auxiliary engines or equal. Salient Characteristics of Marine Diesel Generator Assemblies:=20 Engines each rated 240vac, 65KW, 60 HZ, 368 Frame SE, Keel cooled, Prime power, (including isolation mounts, Marine spring type with snubbers). With EMCP panel OP1560, Governor Raise Lower Switch p/n OP9073, Paralleling Kit p/n 9Y2940 with panels set up inboard side for port and starboard generators. Provide 225-Ampere Breaker to include 24vdc shunt trip Installed in an enclosure mounted on right side of each generator. Provide DME Exhaust Expansion Joint Kit, Nelson Model 40140-4? Muffler end in-end out, Narrow Base p/n 3N7290, Woodward PSG Governor, Manual Voltage Control, p/n 7C2700, Customer Interface Module p/n 9Y6496, Jacket Water Heater 120V 3KW p/n PL1243, Generator Space Heaters p/n 7C0554, Solenoid shutoff ETS 24vdc p/n 5N8351, Technical Publication for each unit. =20 The two Marine Diesel Generator Assemblies must be delivered F.O.B destination no later than 02 February 2002, pier side, to the USCGC OUACHITA, 3551 Foot of Old Harrison Pike, East Chattanooga, TN 37416-2825. POC for inspection and acceptance: MKC Kevin Munsey, (423) 622-2101 or (423) 667-8072. The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Items (Oct 2000) applies, paragraph (f) is deleted. No other addenda are included. The provision at FAR 52.212-2, Evaluation ? Commercial Items (Jan 1999) applies. The evaluation factors to be inserted in paragraph (a) are: price (include a copy of the catalog or advertised price as well as price offered) and technical capability (capability of the item to meet the technical requirements, as a brand name or equal product to, the Caterpillar Basic Diesel Generator Assembly 3304B, stated above). Technical capability is slightly more important than price. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items (Jan 2001), with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items (May 2001) applies, without any addenda. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (May 2001) applies to this acquisition. Check the clauses in paragraph (b) as follows: 11, 12,13, 14, 15, 16, 19, 21, 22 and 24, including clauses D and E, excluding clause C. Far Clause 52.211-6 Brand Name or Equal (Aug 1999) applies.
