- The National Heart, Lung, and Blood Institute (NHLBI) intends to negotiate on a noncompetitive basis with Dr. Vasken Dilsizian, 6318 Bradley Blvd., Bethesda, MD 20817, to provide services on interpreting nuclear cardiology scans in active Institute Review Board (IRB) protocols, and to advise and assist in the preparation of manuscripts relevant to these protocols. Through competitive procedures Dr. Vasken Dilsizian was issued a purchase order to colaborate with NHLBI to provide service on nuclear cardiology to measure cardiomyopathies. Dr. Dilsizian with his unique background and experience has mastered nuclear studies to interprete nuclear cardilogy scans performed in active IRB-approved NHLBI protocols, advise and assist in the preparation of manuscripts relevant to these protocols, he has completed the project gaining an in-depth knowledge of the NHLBI's research initiative. Shifting interpretation of these studies to non-cardiology Nuclear Medicine personnel in the middle of the research project could compromise the scientific validity of the data, possible leading to erroneous conclusions. In order to maintain continuity of the methods used and due to the knowledge gained by Dr. Dilsizian, an award to any other source for this follow-on contract would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. BACKGROUND: The NHLBI has protocols in which radionuclide scans of left ventricular function or perfusion and positron emission tomography (PET) are integral components of the research study. Part of the objective of this project is to provide training to postdoctoral fellows in the cardiovascular branch. PLACE OF PERFORMANCE: The work will be performed at the NIH Warren Grant Magnuson Clinical Center, Government Building #10, 9000 Rockville Pike, Bethesda, Maryland 20892. PERIOD OF PERFORMANCE: The period of performance is November 15, 2001 to November 14, 2002. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541690, Size Standard $5.0 Million is applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
