Description

The Army Signal Command has a requirement for nonpersonal services for local telephone exchange services for Army National Guard station sites throughout the state of Massachusetts. The proposed contract is for a base year with four one-year options. The local exchange services provider, certified by the state of Massachusetts, shall provide local commercial communications service for Army National Guard, Massachusetts which shall include, as a minimum but not limited to, local access for commercial subscriber lines, local exchange digital (ISDN PRI) trunk, directory number and number portability. All responsible sources may submit an offer that shall be considered. Sources responding to this requirement must indicate in writing, whether they are a large, small, disadvantaged and /or women-owned business. For this acquisition, a concern will be considered small under NAICS code 51331/51333 and SIC code 4813 with size standard of 1500 employees. This requirement shall be a commercial fixed price type contract. The solicitation can be viewed and downloaded from the Interagency Business Opportunity Page. The Government will conduct a pre proposal conference on 8 November 2001at 50 Maples Street, Milford, MA, Army National Guard Building. The conference will be from 10:00-11:00 am. Offerors planning to attend are required to notify the officer listed below, in writing, of all attendees' names (not to exceed three per company) to Commander, Army Signal Command, ATTN: AFSC-LOO (Marshall May), bldg 61801, room 2121, Fort Huachuca, AZ 85613-5000 or via e-mail at marshall.may@hqasc.army.mil prior to 6 November 2001 ( NOTE: Offerors shall provide the attendees' names, so access can be granted prior to the pre-proposal conference). An e-mail response to the officer listed is acceptable. Questions received prior to the conference must be received before 6 November 2001. Questions generated as a result of the pre proposal conference must be received before 26 November 2001. Written responses to offeror-generated questions will be provided to all Offerors.
