Description

The United States Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS) intends to issue a sole source contract to DiscoverWare, Inc., 3807 9th Street SE, Calgary Alberta, Canada T2G3C7. This notice of intent is an amendment to the notice posted on October 2, 2001. This amendment is to clarify the work which will be done on a sole-source basis. DiscoverWare will modify existing modules of the computer based training (CBT) program which they initially developed. The Hazard Analysis and Critical Control Point (HACCP) inspection software program, known as PBIS (Performance Based Inspection System) is one of the modules that will be modified due to ongoing changes made to the PBIS software. Other modules that DiscoverWare developed may also be modified on an as-needed basis. Because the programming and scripts are based upon a proprietary interface and development tool owned by DiscoverWare, they are the only firm that can do this work. This is a sole source procurement under the authority of FAR 6.302-1. The Government believes only one responsible source can provide the service that will satisfy the agency requirements. This notice of intent is not a Request For Proposal (RFP). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on November 19, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government.
