Description
The purpose of this amendment is to clarify award procedures, provide a revised solicitation release date and a revised due date for proposals. Based on additional market research, cascading procedures will NOT be utilized. FULL AND OPEN COMPETITION award procedures will be applied, whereas, all responsible sources are encouraged to submit a proposal. The requirement remains as a minimum $100,000 and maximum $50 million value, indefinite delivery, indefinite quantity contract. It is the Department's intent to make multiple awards. The Department anticipates that small and small disadvantaged businesses will be competitive in this procurement. In accordance with the Federal Acquisition Regulations, small and small disadvantaged businesses may be entitled to price evaluation adjustments. While the requirement is broad in scope, offerors are also advised that, in accordance with FAR 16.504(c)(1)(ii)(A), each awardee under this solicitation need not be capable of performing every requirement as well as any other awardee. Offerors may also wish to consider teaming, joint ventures, and/or other approaches. Large businesses will be evaluated on their subcontracting plans, in accordance with the Department's subcontracting goals. The NAICS codes are corrected as follows: 541310 and 541330. The size standard is also corrected to be $4 million. The solicitation will be released on or about NOVEMBER 13, 2001. Proposals are due on DECEMBER 19, 2001. The initial task order, which will be included in the solicitation, will be awarded some time after the award of the Basic IDIQ contracts.
