- The 325th CONS/LGCB is seeking sources capable of performing scientific, engineering and manpower assistance in the area of airbase science support and technology development for Air Expeditionary Forces Technologies Division (ML)-MLQ, Tyndall AFB, Florida. This is a combined sources sought notice and request for information and therefore not to be construed as a formal solicitation. Any formal solicitation will be announced separately. The contemplated services include all areas and aspects of technology development, planning, program management, technical editing, construction, instrumentation, testing, repairing, evaluation, managing, briefing, and reporting of Physical and Biological science and engineering R&D for Airbase Science Support and Technology Development activities. The contractor shall maintain an in-house capability to perform technical science and engineering support to include computer programming and network support; development of organic biodegradable materials recovery techniques; survivability enhancement for airbase facilities; range Instrumentation; utilities and infrastructure; rapid runway repair equipment, materials and methodologies; structural hardening; criteria for the development of contingency launch and recovery operating surfaces and fixed or deployable tactical shelters; vulnerability assessments and asset survivability techniques; aircraft crash rescue and structural fire suppression and mitigation; active and passive defense techniques and measures; chemical and biological warfare defense and counterproliferation technologies; physical protection technologies; robotics for active range clearance and anti-terrorism, crash fire rescue systems; air inflatable shelters, logistic fuel reformers, rapid airfield assessment systems, fire fighter training simulators, fire fighter control & accountability systems, lightweight matting, chemical systems for airborne laser technologies, atmospheric threat protection, biocatalysis for new advanced materials, and chemical and biological reactors. The successful offeror will be required to establish a Direct Support Group (DSG) at Tyndall AFB, FL. In addition, the successful offeror must show the capability to perform classified work, up to the Top Secret Level. It is anticipated the contract will be an Award Term Cost Plus Fixed Fee. The contract will have a base year with four 12 month option periods, which the contractor can extend to a maximum of 12 years total by rendering excellent service. We are interested in comments from industry on the following: (1) Which of the following would you see as your role in the performance of this requirement? (a) Prime Contractor; (b) Subcontractor; or (c) Other, please describe. (2) If you answered "Prime Contractor" on Question 1, for which functions do you plan to use subcontractors? (3) Please describe any commercial-sector contracts you have performed for similar combined services (if applicable). Please describe the contract type used, the primary contract terms and conditions, and what the customary commercial Statement of Work (SOW) includes. If available, provide a copy of the commercial SOW. (4) How do you measure performance and monitor quality control standards? How do you resolve customer complaints and measure customer satisfaction? (5) In which of the following sectors does your company primarily do business? (a) Government Sector, or (b) Commercial Sector. Firms capable of performing the described services are invited to submit a description of their capabilities as it relates to the type of service described herein. Submissions must provide evidence of similar past or present performance to include the names and telephone numbers of references. CONTRACTORS MUST IDENTIFY THEIR BUSINESS TYPE in relation to the NAICS (North American Industry Classification System Code shown below (i.e., Large Business, Small Business, 8(a) certified business, woman-owned business, etc.) The applicable NAICS is 541710 and the corresponding size standard is 1500 employees. This synopsis is for planning purposes only, and does not constitute a solicitation for bids/proposals. The Government reserves the right to award to an 8(a) firm, utilizing GSA, other Air Force contracts, open market procedures to be determined. Responses will assist the Government in determining whether to set-aside/restrict in some way or solicit offers from all responsible sources.
