Description
It is the intent of the National Library of Medicine (NLM) to procure professional data conversion services on a sole source basis from Data Conversion Laboratory (DCL), Flushing, NY, for a continuation of existing services for the project of Standardized General Markup Language (SGML)-Encoding according to the DTD provided by National Information Center on Health Services Research and Health Care Technology (NICHSR), using an SGML-compliant validation system. NICHSR is responsible for the Health Services Technology Text (HSTAT) database. The HSTAT database utilizes a full text retrieval system (FTRS) that requires SGML encoded documents. These HSTAT documents are provided on an ongoing basis from an increasing number of federal and state agencies. DCL has provided expert encoding and conversion services to NLM for over three years and will continue to provide these services to NLM for the ongoing support of the HSTAT database, which began in 1990. Based on DCL's knowledge, expertise, skills and project workflow of the HSTAT documents, DCL is the only known and capable source to continue this project. This project requires several areas of technical expertise, including : (1) ability to work with a variety of input formats from difference agencies and organizations; (2) familiarity with the structure and format of the HSTAT database; (3) familiarity with the DTD utilized for HSTAT documents; (4) ability to provide a quick turnaround time and accurate tagging -- important in getting HSTAT documents out to our research community as quickly as possible. DCL was founded in 1981 and has been heavily involved in SGML coding since its inception. DCL prepares contents for electronic distribution and the Web by converting to structured formats like SGML and XML. DCL personnel are highly trained individuals with experience in complex SGML and XML conversions. They are able to capture documents in varied formats and reconvert them to meet client's needs. The period of performance is anticipated for a period of twelve (12) months with two (2) one-year option periods. The proposed acquisition will be procured under FAR Part 12 -- Acquisition of Commercial Items. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information and staffing criteria.
