- Description
- The U.S. Department of Commerce/National Oceanic and Atmospheric Administration has a requirement for an Executive Director under the Guaranteed Steel Loan Program. It is anticipated that this requirement will be awarded for a base period of 12-months with one 12-month option period. The Emergency Steel Loan Guarantee Board requires consulting services of an experienced individual in financial and lending matters with knowledge of the steel industry to serve as the Executive Director of the Board. Federal government administrative experience is also highly desirable. The Contractor shall assume primary responsibility for review and evaluation of each application for a loan guarantee submitted to the Board. They shall coordinate the services of other consultants that have been retained by the Board to assist in review and evaluation of particular aspects of the application pertaining to credit, environmental, and Credit Reform Act requirements; prepare a written recommendation to the Board with respect to each loan guarantee application, and assist in the process of preparing each approved transaction for closing. The Contractor shall assist potential lenders and borrowers in understanding the requirements of the Program and in structuring loan transactions to meet the requirements of the authorizing statute and the Board's regulations. As appropriate, the Contractor will advise the Board on any changes to the Board's forms of documents and/or regulations that are considered advisable to further the purposes of the Program. It is anticipated that the solicitation will be made available on or about November 30, 2001.
