Description
University of California Ernest O. Lawrence Berkeley National Laboratory PUBLIC ANNOUNCEMENT The University of California, Ernest Orlando Lawrence Berkeley National Laboratory (LBNL), which is operated under Prime Contract DE-AC03-76SF00098 with the U.S. Department of Energy (DOE), is soliciting proposals for a job order contracting procurement system for construction projects. The proposals shall remain firm for ninety (90) days from the submittal date. It is an announcement for subcontracting opportunities with the University of California, Ernest Orlando Lawrence Berkeley National Laboratory. It is the intent of LBNL to enter into a subcontract with one firm to implement a Job Order Contracting program. The University makes no guarantee as to the dollar value or number of task assignments to be authorized subsequent to the implementation of the job order contract system. SCOPE OF SERVICES: The subcontractor shall provide all labor, materials and equipment as required to implement a Job Order Contracting program for indefinite quantity construction projects of less than $5,000,000 per project. The Job Order Program should be fully developed, commercially available in the open market during the last five (5) years and currently being used by at least five (5) Federal, State, Municipal, or Institutional customers. The subcontractor shall provide consulting services to develop and implement a Job Order Contract program. The services shall include preparation of unit pricing, technical specifications, general and special conditions, and other required documentation. The subcontractor shall establish unit pricing for construction tasks based on prevailing Davis Bacon direct labor and current equipment and material cost. The technical specifications shall combine construction standards and specifications into a comprehensive performance based technical specification. General and special conditions shall include the Berkeley Lab's standard terms and conditions and existing standards. The services shall also include the installation of a Windows application program to track cost proposals, cost estimates, work orders, scheduling, and other required information. The scope of services, technical factors and submittal requirements are specified in LBNL's document entitled: Development and Implementation of a Job Order Contracting Program'. Firms that are interested in this solicitation should request a copy of this document. BASIS OF AWARD: A subcontract will be awarded on the basis of a weighted evaluation, where price and other technical factors are evaluated, with more weight given to technical factors than price. The technical factors are listed in descending order of importance: 1) Software Development and Testing 2) Program Development 3) Document Development 4) Program Implementation and Training 5) Procurement Support 6) Follow-on Technical Support. Submissions: Interested parties should obtain and review the submittal requirements specified in LBNL's document: Development and Implementation of a Job Order Contracting Program'. Four (4) copies of the proposal submission must be received by 5:00 p.m., Friday, December 7, 2001. Submissions that are received after the time and date specified above or with insufficient copies of the proposal may not be considered. Facsimile copies of the submittal will not be considered. The proposing firm shall bear all of the direct and indirect cost in preparing the proposal.
