- A sole source procurement is contemplated with Positronics Research LLC, 127 East Gate Dr., Ste 203, Los Alamos, NM 87544. Positronics Research LLC is the only known qualified source to perform this effort. The Air Force Research Laboratory Munitions Directorate is pursuing the development of positron energy conversion as a source of energy for both explosive and propulsive devices. On going research has generated a three-in-one confinement device that allows experiments to be conducted using various confinement techniques for confining high density positron plasmas. The effort consists of analysis and design effort to support ongoing positron energy conversion development. The work includes conducting simulations of positron confinement techniques, such as penning traps, magnetic mirrors, and field reverse configuration devices. The simulation results will be used to refine a combination device that will allow experiments with all three techniques. The Government intends to solicit and negotiate with Positronics Research LLC as the sole source. However, all responsible sources may submit a quote which will be considered by the agency. An Ombudsman has been appointed to hear serious concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine or administrative questions should be directed to the Contracting Officer or Program Manager. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
