- Description
- The Air Force intends to award a contract with Firm Fixed Price (FFP) and Time and Material (T&M) type Contract Line Item Numbers (CLINs) for the Enterprise Business System Program (EBS) Phase I utilizing full and open competition. The successful contractor will be responsible for developing a highly integrated set of business processes and supporting systems that enable the Air Force Research Labortories (AFRL) Headquarters business functions and which provide interfaces to those business functions in the ten Technology Directorates located in the US. The AFRL Strategic Plan, Core Strategy E, serves as the mission needs statement for this effort, and identifies the primary strategic efforts on which EBS is based. AFRL has developed its Over-Arching Architecture (OAA), which defines the AFRL business and technical infrastructure models. The AFRL EBS Design Principles identify key success elements for EBS. Together these documents form the framework for laboratory-wide integration. The Air Force is seeking a development contract for Phase I: Plans and Programs (P&P). A complete set of detailed requirements for the P&P Business Function has been developed and prioritized. These 151 individual requirements collectively define replacement functionality or integration with currently existing systems, including a Plans and Programs Budget System (PPBS) prototype recently developed independently of EBS. Additionally, Phase 1 of the EBS development will include implementation and integration of enterprise-wide enabling and supporting processes known as cross-cutters that are common to all AFRL Business Functions. These cross-cutters include workflow management, document and records management, suspense (task) tracking and decision support tools. The successful contractor will maintain a close working relationship with the EBS Integration Contractor, American Management Systems (AMS). AMS is responsible for supporting integration planning and requirements identification across all phases of the EBS program. Additionally, many non-business related technical requirements will have to be met, including information security, interfaces to Air Force (AF) and Major Command (MAJCOM) systems, compliance with existing standards, certificate-to-operate processes, web-based development standards, AF Portal interface or integration, and accessibility standards for persons with disabilities. This will be a best value award. This selection will be based on the criteria cited in the RFP. The Government reserves the right to award to other than the contractor with the lowest price. Policies contained in FAR Part 12, Acquisition of Commercial Items, will not be used in this solicitation for this service.
