- Description
- Construction Quality Assurance Services to be performed within the limits of the Vicksburg District. In performing the Quality Assurance Inspection related work, the Contractor shall furnish all supervision necessary in planning, administering and performing the work. The type of jobs on which quality assurance inspection is required include, but are not limited to: levees, channels, weirs, drainage structures, concrete mat casting, stone dikes, revetments, bank stabilization, recreation areas, and building construction. The type quality assurance inspection that will be required will include clearing and grubbing, dredging, excavation, embankment and bankfill, stone placement, concrete, structural, mechanical, electrical, paving, building construction and general inspection. The contract period is for basic year with four option years, if approval is obtained. The evaluation process established for this procurement will be composed of two phases. In accordance with Federal Acquisition Regulation (FAR) Part 15, the Government intends to make award without discussions. If award is not made on initial offers, a competitive range will be established on the ranking of the proposals. Discussions will be conducted in accordance with FAR Part 15. Revised proposals will be evaluated based on the evaluation criteria. Phase I criteria in relative order of importance with Experience as the most important: A. Experience. B. Capability. C. Technical Proposal. Phase II criteria in relative order of importance with Experience as the most important: A. Experience. B. Capability. Price Proposal: Price will not be a scored factor, but will be evaluated as to reasonableness and affordability in both Phase I and Phase II. Award will be based on a combination of technical score and evaluation of cost which has been determined reasonable. The proposed Request for Proposal will be posted on the Vicksburg Consolidated Contracting Office (VCCO) web page at http://www.mvk.usace.army.mil/contract on or about 5 Dec 01. Hardcopies will not be available. Closing date on or about 8 Jan 02. For purposes of this procurement, issued under North American Industry Classification System (NAICS) 541990, the firms' average annual receipts for its preceding 3 fiscal years must not exceed $5 million. This is a small business set-aside. See Note 1.
