- Reference subject PRDA posted in FedBizOpps on 26 Oct 2001 and published in Commerce Business Daily on 30 Oct 2001. Add the following: "The Targets Under Trees (TUT) program is intended to demonstrate an integrated system performance capability, from subsystem components developed under contracts awarded by the various AFRL Technical Directorates, through a "Family of Systems (FOS)" integration contractor (FoSI). The FoSI, as well as these additional system capability and support contracts, will be awarded under a Programmed Research and Development Announcement (PRDA) to be issued by AFRL/SN at Wright-Patterson AFB (PRDA 02-06-SNK). In order to achieve the required integrated system performance, contractors in the TUT program (which includes both PRDA 02-06-SNK and PRDA 02-02-IFKA) will be required to enter into Associate Contractor Agreements (ACAs), and/or other cooperative or teaming arrangements with other contractors in the TUT program, and the FoSI contractor, to ensure that optimal system performance is achieved. Offerors responding to this announcement (PRDA 02-02-IFKA) are hereby put on notice that a potential exists for Organizational Conflicts of Interest, as defined in FAR 9.501, arising from the Family of Systems approach; that they may be required to demonstrate the ability to operate cooperatively and objectively with the various contractors on this program; and that they may be required to develop a mitigation plan to preclude any real or perceived organizational conflicts of interest that may arise throughout the TUT program."
