Description
Through the use of a two-phase procurement process the Vicksburg District is seeking Design-Build (D-B) services for the construction of an office building extension for the Coastal and Hydraulics Laboratory (CHL) at the Engineer Research and Development C enter (ERDC) located in Vicksburg, MS. This procurement is restricted to contractors in the Small and Disadvantaged Business (8a) Program of the Small Business Administration within the United States. Design and construction of the project shall not excee d $7,000,000. The project will consist of individual office space accommodating 145 employees, an executive office area, auditorium, and break area. Supporting facilities include storm sewers, water, sanitary sewer utilities, electric service, gas service , fire protection and alarm systems, employee/visitor parking areas and connector streets, walks, safety lighting, information systems, and site improvements. The site of the building extension project is currently occupied by a roadway, hydraulic model, a nd parking lot. Site demolition, clearing and preparation will be required. Certain utilities must be either relocated or protected and encapsulated to remain in place. The scope of the D-B services shall include, but not be limited to: design, master pl anning, engineering and construction services for the office building addition and modification of the existing building. Architectural design must provide continuity to the existing building. This will be a two-phase design-build selection process. Phas e I will consist of soliciting and receiving Statements of Qualifications that include Project Organization and Personnel; Offeror s Experience and Resource Commitment; Management Control Systems; Past Performance; Management/Technical Compliance Certifica tion; and Financial Capacity. The elements are listed in descending order of importance with Project Organization and Personnel being the most important and the remaining elements becoming increasingly less important. In Phase II, the offerors that score the highest on the Phase I evaluation criteria, minimum of two (2) but no more than five (5), will receive a detailed Request for Proposal (RFP), and will be given not more than 75 days to offer their preliminary design and cost proposals in Phase II. Fina l selection and basis for award of the Design/Build Contract will be on the basis of qualifications, technical quality, price, and other salient factors considered to be in the Government s best interests. The elements are listed in descending order of imp ortance with Qualifications being the most important and the remaining elements becoming increasingly less important. This is not a low bid award project. If awarded the contract, the offeror shall complete the design and construction documents and constru ct the facility in compliance with the requirements stated in the RFP. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available from which payment for contract purposes can be made. Issue date for Phase 1 of the RFP will be on or about November 27, 2001. The date for receipt for Phase I will be on or about December 26, 2001.
