- The Immigration and Nationalization Services (INS) intends to award a sole source contract to Savantage Finanical Services, Inc. (formerly REL-TEK Systems & Design, Inc.) to provide System Development Life Cycle (SDLC) support services for the Federal Financial Management System (FFMS) at the INS. This is a Time and Material (T&M) General Service Administration Order with a period of performance of a base year plus four one year options to obtain all technical and management support services required to design, develop, install, operate and maintain the FFMS system at INS locations Service-Wide. These services include, but are not limited to the continued customization of FFMS software, configuration management, installation, implementation, operations and maintenance for all FFMS software releases; generating all documentation necessary to maintain the product baseline; providing FFMS release-specific training and technical support of the FFMS system enhancement. A justification and approval for other than full and open competition has been prepared. Only Savantage Financial Systems, Inc., as the developer and sole producer of the FFMS software has knowledge of the design and engineering details needed to assure continued operation of this highly specialized and customized financial software system. It is unreasonable to expect that transition to a new contractor, unfamiliar with the OFM financial process, the Savantage software and regulatory requirements of the Program could be achieved in less than six months time. The implementation schedule for FFMS, as mandated by regulation cannot accommodate a delay of this magnitude. Also, given the existing budgetary constraints of the agency, the INS cannot afford incurring several hundred thousand dollars in duplicative costs that would be incurred to sustain dual staffs during transition period without added value. Savantage currently has staff in place and available with the required INS clearances to support the task. Significant program delays would be incurred to process new contractor personnel for security clearances and the OFM will not grant access to INS financial systems or tools without full security clearances adjudication. The implementation schedule of the FFMS is unable to withstand the inevitable delays that would result should a new contractor be selected. Savantage is the only vendor in the market, which possesses the in-depth knowledge of the INS financial and accounting systems and financial legacy system relationships required to ensure continued success of the FFMS in a cost-effective manner.
