- NASA/GSFC intends to extend the current contract with Raytheon Information Systems Co. (RISC) on a sole-source basis for continued sustaining engineering and ancillary services for the EOSDIS Core System (ECS) until a follow-on contract is in place and associated transitional activities have been completed. The authority for Other than Full and Open Competition is 10 U.S.C. 2304(c )(1), Only One Responsible Source. RISC is the only organization currently qualified to perform this requirement for the following reasons: 1) RISC is the only contractor with personnel trained and experienced in the maintenance of the ECS. Adequate training of new personnel would require up to six months. 2) RISC is the only contractor expected to be willing and able to continue performance for the short extension period anticipated (6 to 12 months). 3) The ECS consists of a large body of computer equipment occupying app. 18,000 square feet of space at the RISC facility. It is not feasible or cost-effective to physically move this equipment to another contractor's facility for the transitional period, and then move it again to the eventual follow-on contractor. 4) It is necessary to retain the expertise of the current ECS contractor during the transition period to ensure proper training of the follow-on contractor. The Government does not intend to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not tot conduct this procurement on a competitive basis. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government.
