Description
This is a total set-aside for HBCU/MIs. The Department of Defense (DoD) announces the Fiscal Year 2002 competition for the Infrastructure Support Program for HBCU/MIs. The National Defense Authorization Act of 1996 authorized programs to assist HBCU/MIs in building their capacity to participate in defense research activities. Earlier legislation authorized specific types of assistance the DoD may provide to (a) enhance programs and capabilities at these institutions in scientific and engineering discipli nes critical to the national security functions of the Department and (b) increase the number of graduates, including underrepresented minorities, in the fields of science, engineering, and mathematics. This year's program will have two components: (1) i nstrumentation and (2) education (graduate fellowships and undergraduate scholarships). Thus, awards under the broad agency announcement (BAA) will be limited to HBCU/MIs having an accredited, degree-granting program in science, engineering, or mathematic s. The BAA will only be available via the internet. The BAA will be available for downloading and viewing at http://www.aro.army.mil on or about 13 November 2001. Hard copies will not be available. Proposals are due at the address(es) specified in the BAA on Thursday, 31 January 2002, 4:00 p.m. Eastern Standard Time.
