- Research and development sources are sought for the Wide-Area Search Synthetic Aperture Radar (WASSAR) Seeker Program. The Advanced Guidance Division of the Air Force Research Laboratory, Munitions Directorate (AFRL/MNG) has a requirement for developmental research on Synthetic Aperture Radar (SAR) seeker technology applicable for autonomous search, acquisition, and classification of moving and stationary mobile/re-locatable targets. The WASSAR seeker program objectives will be to design, develop, test and demonstrate a breadboard seeker system to investigate, and further develop the use of high-resolution SAR seeker technology for wide-area search munitions. The breadboard should demonstrate the ability to autonomously acquire both stationary and moving targets, and should be suitable for a munition seeker application. The breadboard will be innovative, low cost, and will utilize off-the-shelf components when possible. The breadboard processor will be adequate to perform all the functions necessary for the acquisition and classification of stationary and moving targets while searching wide areas. This program will culminate with a demonstration of the breadboard seeker at Eglin AFB Florida. Qualifications shall include, but are not limited to: 1) Experience in SAR technology; 2) Experience with SAR signal processing and algorithm development; 3) Experience with RF seeker operations and functionalities such as searching, acquiring, tracking and classifying targets; 4) Knowledge and understanding of SAR imaging for moving and stationary targets; 5) Evidence of competence in constructing and demonstrating radar systems and subsystems, which includes signal processing and data processing hardware. The program duration is expected to be approximately 39 months and extend over the fiscal years FY 02 to FY 05. Access to and storage of classified material, up to and including Secret/NOFORN, is required. Foreign firms should be aware that it is likely that restrictions will apply which would exclude them from being contractors on this effort. We anticipate making a single contract award for the WASSAR Seeker using the Program Research and Development Announcement (PRDA) solicitation process in accordance with AFMCFARS 5335.90. Firms interested in this effort must respond with a complete capability/qualifications package, in accordance with Numbered Note 25, describing the company?s technical expertise and experience to accomplish the work described above. Responses submitted should be in one copy only and must be received within 15 days from the date of publication. No pre-solicitation conference will be held for this program, however, informational charts can be found on the World Wide Web at http://www.eps.gov. (Look for reference number MNK-02-WASSAR) If one-on-one meetings are desired, these meetings can be scheduled on a per request basis. One-on-one meetings can be held on location at Eglin AFB or can be coordinated through telephone or video conferencing. All one-on-one meetings must be held within 30 days after release of this synopsis. All visitors to Eglin AFB must forward a visit request and an approved DD Form 2345, Export-Controlled DOD Technical Data Agreement, to AFRL/MNPR (Security) prior to the date of the meeting. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified herein.
